Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for the Disposal Area Monitoring System (DAMOS) Program to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns. The NAICS code for the work described below is 541690 with a size standard of $7,000,000.00. Work will begin in the Summer 2010 and extend over a 3 year period. The total contract value is $1,500,000. The work will include the following: a) marine monitoring capabilities (5 or more years of experience) to include offshore vessel operations; precision navigation; single-beam and multi-beam bathymetric surveying at open water sites; side-scan surveying; sediment profile camera surveying; physical oceanographic monitoring (multi-sensor instrument arrays, including current profilers, CTD, and optical backscatter); water quality monitoring; benthic community sampling; sediment sampling/coring; geophysical monitoring; b) familiarity with the New England coastal system (5 or more years of experience); c) data analysis and management capabilities (5 or more years of experience) to include analysis and interpretation of geological, physical, chemical, and biological (including bioaccumulation) data; laboratory oversight and validation; database development and management using Oracle; ArcView project development; ArcView tool development; web site development and maintenance; d) report preparation capabilities (5 or more years of experience) to include detailed, multi-disciplinary survey reports; public information reports; fact sheets; presentations; compelling graphics; e) established health and safety and quality assurance programs (5 or more years of experience) including plan development. Interested firms should submit a capabilities package to include the following: a) business classification size (e.g. 8(a), HUBZone, etc.), staff size, primary area of contractors expertise, resume of key personnel and provide examples of projects illustrating the requirements stated above. Responses are required no later than December 8, 2010. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Susan K. Dunnagan. Responses shall be limited to twenty-five pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
