- USCGC ORCAS, Specification dated 14 Oct 2010, Rev-0 USCGC ORCAS, Combined Synopsis/Solicitation Note: Please see attachments to view this combined synopsis/solicitation in its entirety. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number HSCG80-11-Q-P45746 is issued as a Request for Quotations (RFQ). HSCG80-11-Q-P45746 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-46. This requirement is being solicited as a Total Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 13. The Small Business Size Standard for NAICS Code 336611 is 1000 employees. A Firm-Fixed Price Purchase Order for the base items is anticipated. The anticipated award date is on or about December 10, 2010. Work covered by this solicitation shall be completed within ten (10) calendar days from the date the vessel becomes available to the contractor. The availability is scheduled to start on or about January 11, 2011 and end on or about January 21, 2010. The Place of Performance will be at the USCGC ORCAS home moorings located at 1496 North Bayshore Drive, Coos Bay, OR 97420. The government intends to award from this solicitation to the responsible vendor whose quote conforming to the solicitation provides the best value. DESCRIPTION OF WORK (a) The Contractor shall furnish all necessary labor, material, equipment and such other things as are necessary, except as otherwise specified, to perform dockside repairs and alterations to the vessel, in accordance with this solicitation and attached USCGC ORCAS (WPB 1327) 110 Foot "B Class" Patrol Boat Specification for Dockside Repairs 2011 dated October 14, 2010, Rev-0. (b) Failure to read the specifications in their entirety will not relieve the quoter from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the quoter's risk. Each quoter shall furnish the information required by the solicitation. PRICING DATA: Base Contract Line Item Numbers (CLINs) are marked as "D" for Definitive. Optional CLINS are marked "O" for Optional. Insert unit prices in all CLINs listed in the Schedule unless "NSP" is printed in the Unit Price column for any CLIN. "NSP" in the section means "Not Separately Priced." TRAVEL AND PER DIEM: CLIN C, "Travel and Per Diem", is applicable only to Contractors not within the local commuting area (75 miles) of the vessels location. It is anticipated that any Contractors within the 75 mile commuting area will enter "zero" (0) or "N/A" for the unit and extended price for this CLIN, on the Schedule of Supplies or Services. The place of performance will be located at 1496 North Bayshore Drive, Coos Bay, OR 97420.
