Description
The US Environmental Protection Agency (EPA), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with AVL North America for the upgrade of the AVL GEM 110 gas lab analyzer bench and client bottle naming software. This upgrade also involves relocating the data base from a remote server to the gas lab IFC computer to allow network connectivity throughout the lab. US EPA requires this upgrade to enhance connectivity, improve traceability, and reduce data entry errors to the bottle naming software. Due to the proprietary nature of both the testing equipment and software, AVL North America is the only known U.S. supplier with the ability to provide the upgrades. However, any firm believing itself capable of meeting EPA?s requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
