- This notice serves as a presolicitation notice / procurement synopsis for the High-Speed Anti-Radiation Missile (HARM) Targeting System (HTS) Software Upgrade 2 (SWUP2) Risk Reduction scheduled for award in FY11. The Air Dominance Division (AAC/EBAK) intends to award one (1) sole source contract for the SWUP2, Risk Reduction Study to Raytheon Company, Missile Systems Division, 1151 E. Hermans Rd, Tucson, AZ 85706-9367. The authority for going sole source is FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The specific HTS SWUP2 Risk Reduction requirement is for the purpose of studying, researching and analyzing software candidates viable for implementation, ultimately providing critical performance data to support the HTS SWUP2 program effort. The scope of the effort includes requirements analysis, preliminary engineering software development and evaluation results. The estimated contract value is $4.5M and the anticipated contract award date is 31 Mar 2011. Interested persons may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in FAR, Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The letter of solicitation and draft model contract have been sent to the contractor and negotiations are expected to begin in February 2011. The NAICS Code/Size standard is 541330/$4.5M.
