- Due to lack of other known sources the U.S. Army Engineering and Support Center, Huntsville, AL intends to award a standalone contract for engineering support during construction to designer of record Merrick & Company to support the construction of a Central Reference Laboratory (CRL) in Baku Azerbaijan. This CRL includes two laboratories: one bio-safety level 2 (3rd floor) and one bio-safety Level 3 (4th floor) as well as a consolidated national repository for Especially Dangerous Pathogens (EDPs). Construction Phase I consisted of civil, structural, and architectural features (the building envelope), while Construction Phase II will consist of architectural (exterior/interior), mechanical, electrical, and plumbing). The services required by this action are anticipated to be mostly in the form for providing responses to Requests for Information (RFIs), Requests for Clarification, (RFCs), and if need be revision to the construction documents as required (using the appropriate Azerbaijan channels). 1.2 THIS IS NOT A FORMAL SOLICITATION. Contractors who feel they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services are invited to submit in writing an affirmative response which includes the following information: a. What is the name of your business? b. What is your business address? c. What is your business size according to NAICS code 541330? Specifically respondents (whether domestic or foreign) should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone, service disabled veteran-owned small business. d. Does your firm have a level IV interpreter/translator certified in Azerbaijani and English (written and oral)? e. Is your firm capable of meeting the visa, passport, and/or local government requirement for personnel working inside Azerbaijan? f. Indicate your firms understanding of Azerbaijan Laws and Regulations regarding the process for making changes to previously approved designs. g. List details of your firms experience in providing construction support/engineering support for medical facilities, specifically those containing to bio-safety laboratories. 1.3 All responsible sources may submit a capability statement response (including a price quotation) to this announcement and all such responses will be considered by the agency. At this time it is not yet known how many RFIs/RFCs will be submitted or if any design changes will be required. Therefore the price quotation should include the following information: a.Hourly composite rates of mechanical, electrical, structural, and architectural engineers as well as any other pertinent labor disciplines. b.A detailed listing of anticipated mobilization costs and estimated amounts. 1.4The anticipated starting date for performance is February 2011. Services are expected to continue for a period not to exceed 36 months (i.e. one 12 month base period and two 12 month option periods). If no written responses are received by 07 December 2010 at 5:00 PM central standard time, the Government intends to continue with a sole source award to Merrick, Inc. All interested sources must be registered in the Central Contractor Registration (CCR) before they can be considered as potential sources for the efforts listed above.
