Description
GENERAL SERVICES ADMINISTRATION REAL ESTATE ACQUISITION DIVISION JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION INTERNAL REVENUE SERVICE (IRS) CHESTERFIELD, MISSOURI PROPOSED ACTION: To negotiate a six (month) lease extension lease extension of office and related space located at 1122 Town and Country, Chesterfield, Missiouri. This extension is for 45,700 usable square feet (52,555 rentable square feet). DESCRIPTION OF REQUIREMENTS: IRS is currently housed in 45,700 usable square feet of office and related space at the 1122 Town and Country Commons, Chesterfield, Missouri. This Lease, No. GS-06P-49142, expires September 14, 2010. The IRS has a need to remain at their present location due to it being the location that won the lease award for the new lease. However, due to delays caused by the IRS by their new IOWA plan (hotel concept), the current location is the only location which can meet the requirement for this short term while the space is being built out for the new lease GS-06P-90060. ESTIMATED VALUE: The total estimated value of the lease extension is $389,000 for the lease and $43,415 for utilities outside the lease. IDENTIFICATION OF STATUTORY AUTHORITY: 41 U.S.C. 253 c (1) DETERMINATION THAT THE ANTICIPATED COST WILL BE FAIR AND REASONABLE: Because I have recently competed the lease and there was adequate competition and available data, it has been determined that the current price for the extension will be fair and reasonable. The property is a Class A building located and it currently houses the IRS. The current rent plus utilities is well below the median range of SIOR rates of $27.50 (range 22-32.5 see pnm for LMO90060 for attachments) for class A space as well as rates listed in NAI Global of $21-$25. It is therefore in the best interest of the Government to accept GSA-IRS St. Louis Property, LLC's offer to provide space at 1122 Town and Country Commons, 1 st and 2 nd Floors, Chesterfield, MO 63017 under Lease Number GS-06P-49142 for the extended term of 6 months while the new space is built out. The current rental rate is $14.95/usf with $1.90/usf to include separate operating costs. DESCRIPTION OF MARKET SURVEY AND RESULTS: No advertisement was necessary since only one responsible source could meet this short term need in accordance with GSAM 570.405.C(2) See above for back up rental rates for reasonableness comparison. OTHER FACTORS SUPPORTING JUSTIFICATION: It would not make economic sense to move and move back into the building after construction is complete for such a short term of six months. Millions of dollars would be wasted. I hereby certify that the above information is accurate and complete to the best of my knowledge. Agency requirements supporting this justification for other than full and open competition, are certified as accurate and complete.
