Description
Headquarters, Air Force Personnel Center (AFPC) is seeking information on the development of a set of step by step plans that support the Air Force Headquarters Personnel and Manpower (AF/A1 Domain) Information Technology Strategic Plan (ITSP). The Air Force is seeking to apply industry best practices to accomplish the following tasks. 1: Develop AF/A1 Domain Data Operations Plan to deliver secure and reliable access to Air Force Human Resource Data. • 1.1: Identify Key Performance Parameters (KPP) and the attributes or characteristics of the AF/A1 DOMAIN Data Systems system that are considered critical to an effective AF/AF/A1 Domain data delivery capability. • 1.2: Identify Key Performance Indicators (KPI) that are meaningful and actionable metrics as a basis for a performance monitoring adjustment mechanism of the AF/A1 Domain Data Systems • 1.3: Develop an actionable plan for the operations of the AF/A1 Domain Data delivery system to include potential hardware platform, hosting solution, security measures, funding operations personnel and all timelines necessary • 1.4: Develop a Business Case Analysis (BCA) to determine best hosting solution 2. Baseline Data Center Mechanical, Electrical and Plumbing (MEP) infrastructure • 2.1 Analyze results of a completed set of independent industry assessments and determine the value and prioritization of recommendations. Recommendations and subsequent tasks must provide value to the entire AF/A1 Domain. 3: Develop a 5 year Strategic Plan to include Mechanical Environmental Plumbing (MEP), IT Architecture, data storage, security and emerging technologies. Several assessments have been completed including a data center assessment, a storage capability assessment, a business process assessment and others. Using this information the AF needs to accomplish the following tasks: • 3.1 Identify target architecture (2014) capabilities • 3.2 Develop roadmap to deliver 2014 data center 4: Develop a inventory of current host operating environments • 4.1 Develop inventory of current host operating environment for potential consolidation or outsourcing. This is a comprehensive inventory of all operating environments within the AF/A1 DOMAIN Community of Interest 5: Based on industry best practices for business case analysis develop a timeline for evaluating current host operating environments for consolidating or outsourcing • 5.1 Develop timeline for consolidation or outsource decisions 6: Baseline and develop network and application level security policy • 6.1: Identify any potential policy gaps and assign policy responsibility as needed • 6.2: Work with Air Force and DoD partners to develop a comprehensive AF/A1 Domain HR security policy 7: Develop vulnerability identification and mitigation strategies • 7.1 Baseline current vulnerability mitigation strategies • 7.2 Develop improved comprehensive HR systems strategies that support current AFNetOps initiatives to migrate to a single AF forest in Active Directory and centralize AF GIG monitoring and administration control.
