Description
LOCATION: Jefferson National Expansion Memorial, 11 North 4th Street, St. Louis, MO SOLICITATION NUMBER: N6520100819 (Request for Proposal) PROJECT DESCRIPTION: On or about November 23, 2010, the National Park Service (NPS), Midwest Region Missouri Major Acquisition Buying Office (MWR MO-MABO), intends to issue a Request for Proposal (RFP) for removal of outdated ceiling fans and providing and installing 19th century style/decor ceiling fans and down rods (no light kit), in the Old Courthouse, and Gateway Arch, St. Louis, MO. Approximate total quantity of ceiling fans is 55. BRAND NAME OR EQUAL ceiling fan specifications will be identified in the solicitation. In accordance with FAR 19.502-2, this solicitation will be restricted to Small Business Interests only. The North American Industry Classification System (NAICS) Code is 238210. The Small Business Size Standard is $14.0 million. MAGNITUDE OF THIS PROJECT: Between $25,000 and $100,000. ALTERNATIVE PAYMENT PROTECTION will be required in an amount equal to 100% of the contract price. TYPE OF CONTRACT: A firm-fixed price contract. Davis-Bacon prevailing wages apply. PERIOD OF PERFORMANCE: Work shall commence within ten (10) calendar days of the Contractor's receipt of the written Notice to Proceed, and complete the work within sixty (60) calendar days from receipt of such Notice. SOURCE SELECTION: The source selection process will be conducted in accordance with FAR Part 15, Source Selection Procedures, utilizing a Performance Price Trade Off process (PPT), whereas past performance is significantly more important than cost/price. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. SITE VISIT: A Site Visit is scheduled for Monday, November 29, 2010 at 10:00 a.m. central time. Location of site visit will be identified in the forthcoming solicitation. PUBLICIZING AND RESPONSE TIME: The solicitation package will be issued and available on or about NOVEMBER 23, 2010 and may be obtained free of charge via the Internet by accessing the National Business (NBC) Opportunities web site at http://ideasec.nbc.gov OR the Federal Business Opportunities website at https://www.fbo.gov The electronic posting represents the only formal offering. A paper copy of the solicitation package will not be issued. Offerors will also be responsible for checking the website for any amendments to the solicitation issued prior to the closing date of the RFP. NO ELECTRONIC OFFERS WILL BE ACCEPTED. ALL OFFERS MUST BE SUBMITTED IN HARD COPY ONLY and be received by the contracting agency no later than DECEMBER 15, 2010 at 2:00 p.m. CENTRAL TIME. CCR AND ORCA: Effective October 1, 2003, active registration in the Central Contractors Registration (CCR) database is mandatory to be granted an award. The successful offeror, prior to being awarded the contract, must be registered and active in the Central Contractor Registration (CCR) Database which can be accessed online at www.ccr.gov. If the successful offeror does not become registered and active in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to offer award to the next otherwise successful offeror. It is highly recommended that should it be your intention to submit an offer in response to this RFP, that you become registered in CCR upon receipt of this solicitation so as not to delay award of the procurement if offered. The successful offeror will also be required to have completed their Representations and Certifications which may also be completed online at http://orca.bpn.gov.
