Description
The U. S. Army Contracting Command, Aviation and Missile Command (AMCOM) Contracting Center, announces an open season to restructure existing teams for all domains under the Expedited Professional and Engineering Support Services (EXPRESS) program. EXPRESS is a Blanket Purchase Agreement (BPA) program based upon the use of GSA Federal Supply Schedules for acquiring advisory and assistance services (including all supervision, labor, incidental materials, and travel). These services may take the form of information, advice, opinions, alternatives, analyses, evaluations, recommendations, training, and technical and management support. The complete statement of work for each domain may be reviewed on the website listed below. Competitively awarded BPAs have been established in each of the EXPRESS domains as follows: Business & Analytical 5 each, Logistics 6 each, Programmatic 7 each, and Technical 15 each. The BPAs were established with a provision for an annual open season in which the government may add additional BPA teams or allow existing Prime Contractors/Team Leaders the opportunity to restructure existing teams. The purpose of the current open season will allow the existing EXPRESS Prime Contractors/Team Leaders to restructure existing teams by adding new Team Members and Subcontractors, deleting current Team Members and Subcontractors, changing current Subcontractors to Team Members, changing current Team Members to Subcontractors, and/or revising teaming arrangement(s) to respond to future EXPRESS task order requirements. Parties interested in participating as a Team Member (GSA Schedule required), Subcontractor (no GSA Schedule required) or providing incidental materials (GSA Schedule preferred), are encouraged to pursue appropriate arrangements with the current EXPRESS Prime Contractor/Team Leaders. A list of the current EXPRESS Prime Contractors/Team Leaders, along with POC information can be found on the EXPRESS website located at the following link: https://ams8.redstone.army.mil/acweb/acwebdba.acweb_systems_public2?p_system_id=1&p_link_id=83 This website also contains a link to each BPA teams website for additional information. To restructure teaming relationships on existing BPAs, Prime/Team Leaders are required to submit two CD-ROMs containing the following information: a Team Matrix that identifies original, added, and current Team Members/Subcontractors; a revised Team File (Attachment 4) to include rates through 2015, if available; and an updated Performance Capability Team File. The CD-ROMs shall be readable on an IBM or compatible PC and be compatible with Microsoft Office suite of software. All files shall be set with read-only attribute and shall be delivered with write protection. Formats for the Team Matrix, Team File and Performance Capability Team File can be found on the EXPRESS website under the Open Season link.
