- This is a Pre-Solicitation Notice: The USDA, Animal and Plant Health Inspection Service (APHIS), intends to acquire construction services for our facility at the Moore Air Base Facility Bldg 6418, Edinburg, TX. This requirement is for furnishing and installing a new steam boiler. These repairs shall include but not be limited to accessories such as housekeeping pads, steam traps, a feed water unit, combustion air louver and an exhaust fan, replacement of steam and condensate piping and accessories, installation of gas piping for the new boiler including accessories for the gas train; insulating un-insulated steam and condensate piping and accessories and other miscellaneous mechanical repairs. This requirement also entails other services to include all modifications to provide a code compliant boiler room; other architectural and electrical work as required to insure the boiler and other equipment are fully operational in accordance with the manufacturer's recommendations. The contractor shall furnish all plant, labor, equipment, and materials necessary to accomplish the work referenced above. It is anticipated that a single award will be made. All effort shall be completed within approximately 6 months (193 calendar days) after award and the issuance of the notice to proceed. This requirement is Set Aside for Small Businesses which is to be awarded as a fixed price contract. The estimated price range is between $250,000 and $500,000. The solicitation, #AG-32KW-S-11-0033, is to be affixed to all documents submitted in reference to this requirement. It is anticipated that the solicitation, AG-32KW-S-11-0033, is to be released on or about November 29, 2010 and proposals will be due thirty (30) days after the release of the solicitation. Telephone requests will not be accepted. Paper copies of the RFP and/or amendments will not be issued. The solicitation and any attachments and/or amendments will be made available electronically at the following website address (www.fedbizopps.gov). This procurement is a Small Business Set Aside, in accordance with FAR 52.219-6 under NAICS code 238220 (Small Business Size Standard - $14.0 million). All Responsible Small Business Sources May Submit an offer for Consideration. The offeror must submit a street mailing address and an email address (if available). Proposals will be due no later than 2:30 p.m. local time on December 29, 2010.
