Description

The US Fish and Wildlife Service (USFWS), National Conservation Training Center (NCTC) in Shepherdstown, WV intends to award a purchase order to Elsevier Inc of New York, NY for licensing and electronic access to the following nineteen journals: Aquaculture, Aquatic Toxicology, Biological Conservation, Chemosphere, Ecological Economics, Trends in Ecology and Evolution, Catena, Comparative Biochemistry & Physiology-Part C: Toxicology & Pharmacology, Forest Ecology & Management, Journal of Hydrology, Marine Pollution Bulletin, Ecological Indicators, Environmental Pollution, Ecotoxicology and Environmental Safety, Journal of Arid Environments, Ecological Modeling, Landscape and Urban Planning, Science of the Total Environment, and Journal of the Great Lakes. The access includes nationwide USFWS license with unlimited usage for one year from January 1, 2011 through December 31, 2011. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
