Description
Combination Synopsis/Solicitation Solicitation Number: W9124R-11-T-1004 Response Date: 16 November 2010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotes (RFQ) is being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-46 effective 29 October 2010 Defense Federal Acquisition Regulation Supplement (DFARs), current to DPN 20101103 Edition. This solicitation is being issued as a RFQ resulting in a Firm-Fixed Price contract on a Brand Name Only basis. The manufacture of the Brand Name being solicited is The MathWorks, Inc. 3 Apple Hill Drive Natick, MA 01760-2098 USA for the renewal of exixting software licence. A switch to an alternative product would represent a large investment in time and personnel training along with the redevelopment of processing tasks. It is anticipated that payment will be made by Government Visa Payment Card. Offerer shall account for any costs associated with accepting Visa payment. This commercial acquisition is being solicited on an unrestricted basis. The North American Industry Classification System (NAICS) is 511210 with a size standard of $25 million. All prospective offerers must be actively registered in the Central Contractor Registration (CCR). Offerers may register online at http://www.ccr.gov. The Government intends to award this requirement based upon lowest price technically acceptable. The government proposes to solicit quotes for the following Contract Line Item Number (CLIN) 0001, Quanity of one (1), License Number 137661: CLIN 0002, Quantity of one (1), License Number 169588: CLIN 0003, Quanity of one (1), License Number 197515: CLIN 0004, Quantity of one (1), License Number 136767. The specifications for each license for this requirement and any other pertinent information applicable to this CSS are attached to this document under License Specifications. All quotations shall include any transportation costs to U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona 85365-9498. All quotations shall be clearly marked with RFQ reference number W9124R-11-T-1004 and emailed or sent to the Point of Contact (POC) below no later than 16 November 2010 at 10:00 AM Mountain Standard Time (MST). Offerers that fail to furnish required representations or technical information as required by Federal Acquisition Regulation (FAR) Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. All quotations shall include pricing for the total quantity as the award will be made on an all or none basis. Offerors shall provide the best delivery date for all items. The following FAR Clauses and Provisions are incorporated by reference and apply to this acquisition. FAR provision 52.212-1, Instructions to Offerors of Commercial Items (June 2008). NOTE: In order to complete the Representations and Certifications for the following referenced provisions, you must go to the Air Force Web Site at http://farsite.hill.af.mil/Vffar1.htm, locate the referenced clause, copy and paste it to a word document and complete FAR provision 52.212-3 Offeror Representations and Certifications Commercial Items (October 2010) and DFARS 252.212-7000 Offeror Representations and Certifications Commercial Items (Jun 2005). An offeror shall complete only paragraph (b) of FAR 52.212-3 if the offeror has completed the annual representations and certifications electronically at the Online Representations and Certifications Application (ORCA) web site at http://orca.bpn.gov. FAR 52.212-4, Contract Terms and Conditions- Commercial Items (June 2010) applies to this acquisition. Addendas attached are: FAR 52.247-34 FOB Destination (Nov 1991).
