Description
This is a SOURCES SOUGHT NOTICE for Market Research to determine the availability of potential firms for a potential competitive procurement. No award will be made from this Sources Sought. No solicitation, specifications, or drawings are available at this time; therefore, do not request a copy of a solicitation. Potential offerors having the skill, capabilities, and personnel necessary to perform the described requirements for composing, editing, printing and distribution of the United States Coast Guard (USCG) Auxiliary Publication "The Navigator" magazine are invited to provide feedback via e-mail to Ms. Wendy Kwong at Wendy.Kwong@ uscg.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential business sources for the Navigator magazine for the U.S. Coast Guard Headquarters located in Washington, DC. The current incumbent providing the services is Coast Guard Auxiliary Association, Inc., contract number HSCG23-06-C-DNX000. This project will be awarded as a firmed fixed-price type contract, with a base and four (4) one-year option periods, and is planned for advertisement by 12 December 2010. The NAICS Code is 511120, Periodical Publishers. The period of performance will be on or about February 2011 through February 2012 plus four (4) one-year option periods. Background The U.S. Coast Guard Auxiliary Publication "The Navigator" is approximately a forty (40) page magazine that has been in existence in excess of 30 years and is distributed among the more than 30,000 Auxiliary members, select Coast Guard units & members of Congress to assist in the education and information of its members. The publication primarily composed of Coast Guard Auxiliary information and events which occur while the Auxiliary members stand duty. The publication shall be solely for the use of the Auxiliary membership and affiliated boating safety associations including certain US Coast Guard units and members of Congress. The articles contain technical information such as training topics, and promulgate Coast Guard policies and procedures concerning various missions performed by the Auxiliary for the USCG. This proposal is for services required to provide 33,500 copies of each four (4) quarterly editions of the publication entitled "The Navigator". The publication shall not endorse or favor a specific commercial product, commodity or service in the contract for the Base Year and Option Years, and commercial advertising is prohibited. Subject to requirement changes, the Government reserves the right to increase or decrease the quantity printed, given three (3) months notice, if the increase or decrease occurs, the costs shall be adjusted. The requirement of services encompass: layout, typeset, paper and printing using #60 wove offset paper and #70 gloss enamel covers; and providing postage, packing, and distribution of the quarterly editions of the Navigator magazine in accordance with delivery schedule. This schedule is subject to change and will be appropriately adjusted, if the numbers of editions or quantity change. Distribution of the publication is based on mailing labels provided by the government. The Winter edition includes a notice for retired members which queries whether or not retired status members wish to continue their subscription. Base Period + Four (4) one-year option periods The Navigator magazine is a publication distributed in 33,500 copies in each four (4) quarterly editions, and is approximately 40 pages. The service is to provide composing, design, layout, assembly, paper, printing, and set-up of the magazine. Distribution services will include mailing, packing, and postage for Outside Continental Limits of the United States (OUTCONUS) and Inside Continental Limits of the United States (INCONUS). The agreement shall cover the aforementioned services and such labor for composing, proofing, editing, printing, reproduction, and related services. The Winter edition includes a notice for retired members which queries whether or not retired status members wish to continue their subscription. The place of performance will be at Contractor's facilities, and shall perform work (excluding federal holidays) in a timely manner to ensure there is no interruption to the quarterly delivery schedule. The Contractor shall furnish all services necessary to meet requirements. The Government will furnish preprinted address labels thirty (30) days prior to the release of each edition, and will be mailed fifteen (15) days prior to the delivery date. The Government reserves the right to increase/decrease the quantity printed, and decrease/increase the number of editions. The Contractor will be given three (3) months notice of such adjustment and the cost of service shall be adjusted. Interested parties should provide a brief capabilities statement of not more than five (5) pages, excluding a Coversheet, by November 15, 2010. The Capabilities Statement for this sources sought is not a Request for Quote, Request for Proposal, or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is seeking short statements regarding the company's ability to demonstrate existing-or-developed expertise, past performance, and experience in relation to the areas specified herein. In addition to information provided as to technical capabilities, interested parties shall provide their Point of Contact (including e-mail, regular mail address, and telephone number(s), DUNS Number, Small Business Classification, pertinent GSA Schedule Contract Numbers, DHS Contract Numbers, and the applicable NAICS and Product Service Codes. E-mail submissions should be submitted to Wendy.Kwong@uscg.mil. The subject line of your e-mail should read: "Navigator Magazine Sources Sought Notice." This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government in determining or planning its acquisition approach. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice, and submittals will not be returned to the sender. No hard copy or Facsimile submissions will be accepted. Extraneous materials (brochures, etc.) will not be considered.
