Description
THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL IT IS A PRE-SOLICITATION NOTICE. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible business firms capable of performing Design-Build construction services for the projects described below, in Camp Lejeune, North Carolina area. The estimated budget for this project is $98,000,000.00. This is an unrestricted full and open acquisition. The appropriate NAICS Code is 236220. This will be a Two-Phase Design-Build (DB), Best Value Source Selection (BVSS) solicitation. When the actual solicitation is issued, plans and specifications will be available from either www.fbo.gov or https://www.neco.navy.mil websites during Phase II. This project consists of three separately-funded MLCON projects merged as a single contract to design and build a Bachelor Enlisted Quarters (BEQ) Complex, Parking Garage and Armory within II MEF Headquarters Group (MHG) are being developed at the North Wallace Creek area of MCB Camp Lejeune, NC. This project includes a multi-story, multi wing BEQ Complex of 402 room modules totaling 207,702 SF, a 650-vehicle, multi-story parking garage, and a single story 14,036 SF Armory. Ancillary structures at the BEQ include recreational and drying shelters, equipment cleaning areas as well as athletic courts and landscaped courtyards. The BEQ complex shall be designed and built to the most recent Marine Corps and Camp Lejeune bachelor housing standards, identified within the RFP. The Armory shall be a physically-secure facility suitable for weapons storage. The Parking Garage shall include a high-efficiency photovoltaic (PV) array for generation of electricity for use by the facilities constructed under this contract. Site work construction includes clearing, improvements to Parachute Tower Road, driveways, sidewalks, surface pavements for POV parking, security fencing and gates, turf, landscaping and other site improvements; grading and drainage, utilities and site lighting. Utilities include potable water, sanitary sewer, natural gas, electrical power and telecommunications. There is minimal facility demolition associated with this project. The Contractor shall be responsible for obtaining all permits. The proposed layout for the site is configured to avoid impacting nearby wetlands and embankments. New facilities and pavement areas shall be configured in conformance with standoffs under current AT/FP criteria. The site for this project lies near development of a new Regimental Complex being built under separate contract(s) in the Wallace Creek area. The approximate Solicitation Release Date is anticipated to be on or about 23 November 2010, and will be posted on the NECO and FedBizOps websites. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Navy Electronic Commerce Online (NECO) website. All prospective offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) and the Online Representations ad Certifications Application (ORCA) database (https://orca.bpn.gov ). Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for Federal contract awards. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued.
