Description
NASA/GSFC has a requirement for Heavy-Ion Single Event Effect (SEE) testing ofmicroelectronics, photonics and materials. NASA intends to utilize a heavy ionirradiation facility for radiation effects research for space flight applications.Specifications for Heavy-Ion Single Event Effect (SEE) testing of microelectronics,photonics and materials: o A range of tuned ion energies appropriate for SEE test of packaged devices (board level and device level electronics) shall exist. This range shall be between 15-40 MeV/amu. o Heavy-ion beam structure should be near continuous to facilitate dynamic testing for SEEs o Beam accuracy across the irradiation area should have <10% variance to facilitate accurate performance degradation results and pre-flight predictions. o Prime user of the ion beam is required in order to provide controlled particle intensities (beam flux) and known beam structure to allow for proper post-irradiation data analyses. o Facility must be user friendly to the radiation effects researcher in order to allow for efficient and cost effective testing. o Facility should have energy and range in silicon up to 1655.NASA/GSFC intends to purchase the items from Texas A&M University Cyclotron Facility(TAMU). The TAMU facility meets several specific requirements that will allow accuratetesting to be performed.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon November 24, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
