- The Fleet and Industrial Supply Center Norfolk Contracting Department, Philadelphia Office intends to acquire Human Resources Services in support of the Naval Criminal Investigative Service (NCIS) Human Resources Directorate to assist in finalizing the transition from National Security Personnel System (NSPS), accommodating recommended changes to the Defense Civilian Intelligence Personnel System (DCIPS), conducting final planning, and executing the BRAC directed relocation of headquarters to Quantico, VA and Ft Meade, MD. These services include expert advisory and training services and data management and analysis. Due to the sensitivity of the information being processed a SECRET clearance is required. It is intended to solicit as a 100% Small Business Set-Aside and award a Firm Fixed Price type contract in accordance with FAR 13.5, Test Program Procedures for Certain Commercial Items. The base period of performance will commence on 01 April 2011 through 30 September 2011. The resultant contract will include provision for three one-year option periods ending 30 September 2014, if all options are exercised. The estimated annual level of effort is 1,040 hours for the base period and 2,080 per year for each option period, for a total of 7,280 hours including all options over the potential life of the contract.
