- SCIF Buildout Scope of Work The Contractor shall provide all labor, materials and supervision to perform work in room 5700 SCIF area and conference room 1511 located at GSA/Regional Office Building, 301 7 th St, SW, Washington DC, 20407. The Government is procuring these services through competitive negotiations using the Source Selection Procedures in accordance with FAR Part 15. Selection will be based on the Contracting Officer's determination of the most technically qualified firm meeting or exceeding the given technical evaluation factors and price. This procurement will be awarded based on best value utilizing the tradeoff process. Evaluation factors will be: (i) Past Performance 35%: (ii) Key Qualified Personnel 25%: (iii) Quality Assurance 25%; and, (iv) Price 15%. The Solicitation will be uploaded at www.fedbizopps.gov on Friday, November 19, 2010.
