Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small disadvantage, or service disabled veteran owned small business) relative to NAICS 541620 (size standard of $10 million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the Fedbizopps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The VA Healthcare System in VISN 22 needs to have continuous Hazardous Communication Program in compliance with OSHA and meeting the hazardous compliance requirements of the Environmental Protection Agency (EPA). The Program improves the health care processes at the four VA Healthcare Systems in VISN 22 through a web-based Internet access. The Program is needed to continue and manage the chemicals and ensure accurate recordkeeping and reporting of each facility within the VISN 22. The contractor needs to have capability to provide hazardous chemical and materials program that fulfills the compliance requirements with OSHA and EPA. Workplace chemicals have to be categorized into 36 categories and three hazards levels. Information will provided back to the VA for training, labeling and chemical hazard identification by category and hazard level. The Hazardous Communication system will be web-based and include printed format information with CD-Rom back up tailored to the applicable VA Medical Center. It will provide written plans, barrier from access to Material Safety Data Sheets (MSDS) and other information material inventory, container labels, employee training and procedures to keep the system up to date. The Hazardous Communication system has to be tailored for hospitals and healthcare and be Internet-based employee right to know program able to provide information and training for hazardous chemicals and materials. The contractor will be required to provide the services for the VA Greater Los Angeles Healthcare System, Long Beach Healthcare System, VA Loma Linda, and VA San Diego. If you are interested and capable of providing the required services, please provide the requested information as indicated below. The intended contract period will be for a base year and four, one year option periods, which is to begin on March 19, 2011. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantage business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (5) Is your firm a woman-owned or operated business? Responses to this notice shall be e-mailed, mailed or faxed to the attention of Sulanie Cole, Department of Veterans Affairs, Network Contracting Agency (NBC/SVCS), 5901 E. 7th Street, Long Beach, CA 90822-5201. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
