Description
BACKGROUND Force protection requirements necessitate the addition of as much as 4800 pounds of armor to some HMMWV variants which significantly degrades the vehicle ™s dynamic performance. Additional payload or any off-road operational scenarios further diminish the vehicle ™s stability resulting in un-tripped, or maneuver-induced roll-over incidents. Un-tripped and maneuver-induced roll-over refers to events where roll-over is spontaneous and not initiated by contact between the tires and a tripping mechanism (such as a curb, a soft shoulder, a ditch, loose gravel, a guard rail, etc.). These events are often operator induced and/or exacerbated by excessive speed and large yaw inputs to the vehicle steering. The Government is seeking information regarding autonomous stability control systems that could be integrated on the existing HMMWV chassis with a minimum of impact. APPROACH The Government intends to review candidate systems based on technical maturity, effectiveness, ease-of-integration, and cost to determine if potential technologies and systems exist. Candidate systems must be fully developed and be easily integrated on existing up-armored HMMWVs with little, or no, degradation in vehicle operational effectiveness. RESPONSES Interested vendors are invited to submit capability statements that address their recommended approach to integrating a stability control system into an existing HMMWV chassis as well as their ability and experience in performing these tasks. This capability statement should address whether the Offeror produces stability control systems for commercial or non-commercial markets, or both. Responses should include the firm ™s business size, SBA certification, and GSA schedule contract number, as applicable, and a rough-order of magnitude (ROM) price for one (1) kit. Responses shall not exceed ten (10) pages. This RFI is for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government for any follow-on action. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary information and data may be part of this effort and, if so included, such data should be clearly marked and included as a proprietary addendum to the non-restricted/non proprietary information.
