- DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This synopsis is a streamlined solicitation of offers for commercial items for use where appropriate. This is intended to simplify the process of preparing and issuing solicitations/synopsis for evaluating offers for commercial items consistent with commercial practices. Only written requests, electronically submitted, and received directly from the requester are acceptable. This requirement is 100% set aside for small business concerns. The NAICS code is 517919, with a size standard of 100 employees. REQUIREMENTS: The VA Inpatient Evaluation Center (IPEC), located in Cincinnati at the VISN 10 Cincinnati VA Medical Center, has a requirement for two video conferencing systems for its new offices. Offerors shall submit a detailed (itemized) quote to include: all equipment, materials, installation, and configuration services for the system as listed only. In addition, please include the manufacturer's part numbers for all items. The offeror shall comply with specifications listed below as well as provide maintenance and service for one year. In addition, the system must be installed and operational by 12/10/10. The VA will provide an existing new Tandberg C20 Video Conferencing System for incorporation into the system for the larger configuration. The smaller configuration will have the same incorporated at a later date. IPEC has determined that the items listed below best meet their needs. This procurement is subject to availability of funds. TOTAL The system is to be delivered and installed only after consultation and agreement with VA IPEC representative Kevin Corbus and VAMC Cincinnati Engineering representative Steve Zerhusen, with the exact dates of delivery and installation to be determined once an award is made. In any event, the system is to be operational by 12/10/10. The system will be tested before acceptance and payment. 52.212-2 Evaluation-Commercial Items. (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1)Technical capabilities 2)Past performance 3)Price (most items are on GSA and may be compared to GSA pricing) Technical capabilities and past performance, when combined are equal to price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. As part of the technical evaluation, please provide: A summary of past installations. For past performance, please provide: Listing of all, if any, past performance at city, state, and/or federal government locations including points of contact, phone numbers and email addresses.
