- You may fax or mail your request ATTN: CCAM-BH-C, Kim Tipton, Contract Specialist, or LeChara Fletcher, Contracting Officer, FAX number 256-955-8364. No telephone requests will be accepted. The Government has a requirement to convert up to twelve aircraft from the H-60A to H-60L configuration. This proposed action is to obtain all efforts to include technical support, planning, managerial efforts, materials, labor, as well as equipment and facilities necessary to remanufacture and convert up to twelve aircraft from the H-60A to H-60L configuration. It is anticipated that a new 60 month Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded for this remanufacturing and conversion effort. Estimated quantity of aircraft that will be inducted into the program during the ordering period is twelve aircraft (It is estimated that the break-out will be five Foreign Military Sales (FMS) and seven OGA aircraft). Individual requirements will be established through the issuance of task orders. This contract arrangement will enable the Government to award requirements more efficiently by reducing procurement administrative lead-time in the acquisition process. The contract will contain firm fixed prices for standard conversion efforts as well as firm fixed prices for installation of mission equipment kits, material, and labor rates for effort associated with the Pre-Shop Analysis and any repair and replacement effort that may be required to fulfill unique customer requirements. The contract will also contain Defense Federal Acquisition Regulation Supplement (DFARS) 252.217-7028, Over and Above (O&A) work, and establish provisions for obtaining O&A authorization for labor and materials not covered by the line item(s) in the basic contract that are necessary in order to satisfactorily complete the contract. This requirement is restricted to Sikorsky Aircraft Corporation (SAC), 6900 Main Street, Stratford, CT 06615-9129, CAGE Code 78286. Only SAC has the technical, engineering, and logistical support services in place to buy, kit and put in place the parts required on the production line in order to execute H-60A to L remanufacture and conversion. No other company has the ability to provide the parts required while also providing the fully integrated range of services. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above.
