- The Mission and Installation Command Center-Fort Bragg, NC intends to increase the contract ceiling by $1,734,251.00 on contract W91247-09-C-0024 with Autometric Inc. dba Boeing S&IS Mission Systems, 7700 Boston Blvd, Springfield, VA 22153-3144, for providing the Multimedia Message Manager (M3) system in support of the Ground Intelligence Support Activity (GISA). Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Multimedia Message Manger (M3) contract provides the Department of Defense (DoD) Intelligence Information Systems (DoDIIS) community a continuing messaging system that will allow them to both send and receive formatted messages on both Joint Worldwide Intelligence Communication System (JWICS) and Secret Internet Protocol Router Network (SIPRNet) for worldwide communications. The M3 system also provides mission critical applications such as: real-time dissemination of incoming organizational message traffic based on user interest profiles; retrospective search of the archive message database; and message composition, coordination, release and validation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. All interest and capability statements received within 10 days after the date of this publication will be considered by the Government; however, no contract will be awarded in response to this notice. The increase in the contract ceiling will be issued to satisfy the agencys need during the remaining period of contract performance.
