- C2IS and C2AOS are companion programs intended to develop, field, and sustain modular net-centric Command and Control (C2) applications and data management solutions for current and future C2 systems that are not planned or delivered by systems of record (SoR). As such, C2IS and C2AOS will address many of the functional requirements that are currently met by the operationally-fielded Theater Battle Management Core System-Force Level (TBMCS-FL). C2IS and C2AOS will deliver software capabilities intended to execute on an 'externally-provided' infrastructure such as the Air Force's Air and Space Operations Center (AOC) Weapon System (WS), AN/USQ 163, or the Navy's Consolidated Afloat Networks and Enterprise Services (CANES). C2IS and C2AOS alone and/or together do not yield 'systems' but rather contribute distinct capabilities and functionality to 'host systems' that are managed or provided by other programs.
