Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The U.S. Army Corps of Engineers has awarded a contract to purchase Flagging, Engineering, and Inspection Services for Mobile District MsCIP Program from CSX Transportation, 500 Water St 15th Floor, Jacksonville, FL 32202, under authority of FAR 6.302. The requirement is necessary as a part of the Bay St. Louis Seawall Project. It was determined that CSX Transportation owns and operates a railroad line and bridge on their property that crosses the footprint of the seawall. The seawall construction must be coordinated to accommodate safe and efficient railroad and nearby construction operations according with project plans. CSX Transportation of Jacksonville, FL has the required experience, railroad engineering and operation expertise to provide railroad crossing, to coordinate safe and efficient railroad construction operations, and seawall design with respect to the views of CSX, it is determined to be in the Governmen ts best interest to purchase services from CSX Transportation to ensure safe and efficient construction of the seawall project. The Contracting Officer for this contract is Toni S. Carney.
