Reentry System Test Set (RSTS) Contractor Maintenance Support (CMS) Rapid Response Maintenance Support (RRMS) General Information Document Type: Sources Sought Synopsis Post Date: 9 November 2010 Category: Support Equipment Maintenance (RSTS) Contracting Office Address Department of the Air Force, Air Force Material Command, Air Force Nuclear Weapon Center, AFNWC/PKMA 6014 Dogwood Ave (Bldg 1258), Hill AFB, UT 84056-5816 Description This announcement constitutes a sources sought synopsis for the purposes of conducting market research. The Government intends to establish a contract for on-call, contractor-provided, technical and engineering support personnel for the AFNWC/NWCB in response to immediate and scheduled fault isolation, determination of repair, system maintenance evaluations, configuration verification and data collection/analysis of RSTS units located at multiple geographic locations within the United States. The Air Force is in the process of preparing documents to gain the required approval to issue a sole source request for proposal to Lockheed Martin, Missiles and Space Systems. Statutory authority is 10 USC 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of source(s) and no other type of supplies or service will satisfy agency requirements. The proposed contract action is to analyze and maintain all facets of the RSTS, perform periodic maintenance and testing and provide technical expertise via rapid response troubleshooting and repair resolution of RSTS failures for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1: Only one responsible source. Lockheed Martin, Missiles and Space Systems is considered the only organization that has the requisite skills, capabilities, system expertise and resources to accomplish the required actions. Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and program specific response presenting sufficient information to substantiate that they have demonstrated: (1) They possess the necessary Minuteman III missile system knowledge and understanding of ICBM weapon and support equipment requirements. (a) Identify the number of years experience in the current Minuteman III AM missile and support equipment. (2) They have experience in maintaining, troubleshooting and repairing the RSTS and have the equipment and logistical support to appropriately fulfill all requirements pertinent to maintenance support and rapid response actions. (3) They have trained employees with satisfactory qualification and background which includes field repair, troubleshooting and periodic assessment of system performance and configuration audit verifications of the RSTS. This notice of intent is not a request for competitive proposals. The Air Force will not pay for either the effort or the associated costs to respond, or for any information provided. A determination by the Government not to compete this proposed contract, based upon responses to information received, will be considered solely for the purpose of determining whether to conduct a competitive procurement.
