REQUEST FOR SOURCES FOR A COMMERCIAL ENTERPRISE BASE GUIDE/TELPHONE DIRECTORY Dear Publisher, We are requesting responses from publishers desiring to compete for a 1-year contract with four renewal options of 1 year, for up to a total of up to 5 years to publish the annual unofficial base guide/telephone directory and map for Grand Forks Air Force Base, North Dakota, beginning with the 2011 issue. Please note this is not a request for proposals at this time. If your firm wishes to compete for the opportunity to publish the base guide/telephone directory and map, please submit a positive response not later than 4:00 p.m., 16 Nov 2010, to A1C Bryce E Pagel at bryce.pagel@us.af.mil or in writing to the following address: 319 CONS/LGCA 575 Tuskegee Airmen Blvd, Bldg 418 Grand Forks AFB, ND 58202-6436 A commercial enterprise base guide/telephone directory is a guide to an Air Force installation, adjoining community and geographical area. It is published at no cost to the U.S. Government. Base guides/telephone directories are used for newcomer orientations, spouse briefings, visiting military, and community relations activities, such as open houses and guided tours. In awarding a contract based on an issued request for proposal, consideration will be given to the competence, reliability, and responsibility in determining the responsible publishers. 1. Publication Content: a. For and in consideration of the mutual promises of, and mutual benefits derived by, the parties hereto, this contract is made and entered into by and between the Contracting Officer, Grand Forks AFB, and (Publisher's name and address), herein after referred to as publisher. b. This contract provides for the publisher to produce a commercial enterprise guide/telephone directory and map to be known as the Grand Forks AFB guide/telephone directory and map, a commercial enterprise product published to provide Air Force people information about the mission of their command; command, installation or community services available; local geography and history; and related information. This publication is subject to the requirements of Department of Defense Instruction (DODI) 5120.4, 14 June 1997; Air Force Instruction (AFI) 35-101, and the regulations and instructions incorporated therein by references, and to the conditions and agreements as contained herein. c. The publisher agrees to use the name Grand Forks AFB, which is owned by the Government, and no other name, on the guide and map during the life of the contract, unless directed otherwise by the installation commander. The publisher further agrees not to contest ownership by the Government of the foregoing name or to make any use directly or indirectly of that name or a name confusingly similar to that name on any publication it may independently produce. d. The publisher agrees to provide in the base guide a minimum of 35 pages, which shall be devoted exclusively to editorial copy and photo art about the installation and Air Mobility Command, to be provided by the Public Affairs Office. These pages do not include pages on the local area and North Dakota, or pages used for advertising. e. The masthead of each product shall carry the following disclaimer in type not smaller than six point: (1) "Published by (name of publisher), a private firm in no way connected with the US Air Force, under exclusive written contract with Grand Forks AFB. This commercial enterprise Air Force guide/telephone directory and map is an authorized publication for members of the U.S. military services. Contents of the Grand Forks AFB guide and map are not necessarily the official views of, or endorsed by, the US Government, DoD, or the Department of the Air Force." (2) "The appearance of advertising in this publication, including inserts or supplements, does not constitute endorsement by DoD, the Department of the Air Force, or (name of commercial publisher) of the products or services advertised." (3) "Everything advertised in this publication shall be made available for purchase, use, or patronage without regard to race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation, or any other nonmerit factor of the purchaser, user or patron." (4) "Editorial content is edited, prepared, and provided by the Public Affairs Office of Grand Forks AFB." f. The masthead may contain the names and editorial titles of military and civilian members assigned the duty of preparing its content. If used, the names and titles shall be listed in a section of the masthead entitled, "Grand Forks AFB Editorial Staff." g. Editorial content pertaining to the guide/telephone directory shall be based on information prepared and submitted by the public affairs office of Grand Forks AFB. All other editorial material, including information about the local area and state, must be approved by the Public Affairs Officer (PAO). h. The front page of the telephone directory must include the required communications security message, to be provided by the public affairs officer. The cover of the guide will state "Telephone Directory Included", centered at or near the bottom of the cover. 2. Public Affairs Requirements. The public affairs office shall: a. Furnish or approve all editorial materials, headlines, cutlines, photographs and line art for use in the publication(s): the PAO assumes responsibility for the security and accuracy of content provided. In addition, the PAO will coordinate and approve all photographic support, line art, design, and makeup accomplished by the publisher. b. Specify design and layout of editorial content and may specify advertising layout to enhance communications effectiveness of the publication(s). c. Review advertisements prior to publication to identify any that are contrary to law, DoD or Air Force directives. d. Be responsible for final proofreading of all material, checking for accuracy and security of content. e. Furnish editorial material and photographs for the 2011 base guide/telephone directory. f. Distribute the base guide/telephone directory to Family Services for inclusion in newcomer sponsorship packages, special tour groups, community relation activities, etc. g. Provide camera-ready copy for the telephone directory section of the Grand Forks AFB guide to the publisher. 3. Publisher requirements: a. The following are the minimum requirements which must be met by the prospective publishers. Anything offered beyond these minimums will be evaluated on a competitive basis in accordance with the criteria in paragraph seven. b. The publisher shall: (1) Comply with provisions of DoDI 5120.4, AFI 35-101, and the provisions and requirements as contained herein. A copy of AFI 35-101 may be obtained through the base contracting office. (2) Furnish the public affairs office galley proofs of all editorial copy to be used in the publication(s) not later than 30 days before publication. (3) Furnish the public affairs office galley proofs of all advertising to be used in the publication(s). (4) Be responsible for the makeup of each page, subject to the PAO's approval. (5) Solicit all advertising. (6) Print in the masthead, on page one of the publication, the date, publisher's name, permanent address, and telephone number. (7) Ensure that neither the name of the installation, organization, nor a military post office address may be included in the publisher's letterhead or mailing address. (8) Provide all written copy and photographs pertaining to the local area and state portion of the guide. (9) Use only the editorial material, photographs, and art provided by, or approved by, the PAO for the first 35 pages and the telephone directory. (10) Ensure that multiple color (processed color reproduction) photographs will be used on the front and back cover and on a minimum of 35 inside pages, unless mutually agreed to by the publisher and the Public Affairs Officer. A second spot color will be available to the Public Affairs Officer for use on any remaining editorial pages. (11) Use 80-pound coated paper stock or better for all editorial pages. 4. Advertising: a. Neither the publisher nor his or her representatives shall solicit advertisements in the name of Grand Forks AFB or the Department of the Air Force. Active duty military and civilian personnel are prohibited from soliciting, endorsing, or accepting payment for advertisements. b. The publisher shall not accept for publication advertisements that are worded or phrased to give the reader the impressions the Department of the Air Force in any way endorses, guarantees or sponsors any product or service. Advertising that discriminates or implies discrimination against any person because of race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation or any other nonmerit factor of the purchaser, user or patron shall not be carried. If a violation or rejection of this equal opportunity policy by an advertiser is confirmed, the publisher shall refuse to print advertising from that source until the violation is corrected. c. The publisher shall not enter into exclusive advertising agreements with any firm, broker, or individual. d. No commercial enterprise comic or feature supplements shall be distributed with this publication. e. The publisher agrees that political advertisements will not be solicited or published in the base guide/telephone directory. When selling advertising, it is the publisher's responsibility to make prospective advertisers aware that the base guide/telephone directory is an unofficial publication. Any letters or brochures designed to produce the sale of advertising space in the base guide/telephone directory must state that it is an unofficial publication. f. No advertising shall be placed on the front cover or anywhere in the editorial portion of the guide/telephone directory. g. Advertisements which appear to be editorials or news stories and may be confused as such by readers, are to be clearly labeled, top and bottom, as advertisements in a type size equal to text type or larger. h. The publisher agrees to not sell any advertisements until an agreement has been signed by the publisher and the contracting officer. No advertisements shall be sold for a future guide in anticipation of a consecutive award or another contract in the future. Failure to comply with this provision could result in immediate termination of agreement. i. If credit terms are offered in advertisements, a statement of the total cash price as well as the total cost of credit, including all charges, will be clearly shown in the company's advertisements. If time payments are shown, the number of payments, the amount of each, and the time period will also be shown in order that the reader can easily compute a dollar cost of the loan. 5. Cost: a. All proceeds from the sale of advertisements for the Grand Forks AFB guide/telephone directory and map belong to the publisher, who agrees to look exclusively to such advertising sales for all publishing costs and profits, if any. b. The publisher agrees to bear all costs and expenses of publishing the Grand Forks AFB guide/telephone directory and map. It is expressly agreed that neither the United States, the installation commander, his or her representatives and successors, nor Grand Forks AFB shall be liable for any expenses or obligations incurred in publishing the Grand Forks AFB guide/telephone directory and map. c. No appropriated funds or non-appropriated funds of the United States shall become due or paid to the publisher by reason of this contract. d. The publisher shall not be required to pay money to Grand Forks AFB, or to provide goods, services or considerations not directly related to publishing the Grand Forks AFB guide/telephone directory and map. e. In the event this agreement is terminated prior to publication of the guide/telephone directory and map, the publisher agrees to refund completely and promptly all money collected from those individuals and/or businesses having paid for advertising space. 6. Publication and Distribution: a. The Grand Forks AFB guide/telephone directory and map shall be published and delivered by within the first quarter of 2011. The publisher shall furnish the PAO between 1,000 and 5,000 copies (exact number to be determined) of the Grand Forks AFB guide/telephone directory. b. The published copies of the Grand Forks AFB guide/telephone directory and map become the property of the Department of the Air Force upon delivery to Grand Forks AFB. c. The publisher shall not make distribution outside the intended audience of Grand Forks AFB. The publisher may provide a copy of the Grand Forks AFB guide/telephone directory and map to an advertiser whose advertisement is carried therein. 7. Evaluation: Criteria above the minimum to be used in evaluating proposals will include only the following items, which are listed in order of priority. For example, "a" has the highest priority and "h" has the lowest. a. Past performance in publishing base guides or similar products and adherence to ethical business standards. b. Number of additional editorial pages above the minimum for use by the base. c. Number of processed color pages above the minimum. d. Clarity and trueness to hue of multicolor photographs, as well as quality of black and white photo reproduction. e. Quality of paper stock above minimum. f. Decorative screen available for use. g. Variety and sizes of headline type. h. Variety and sizes of body type. 8. Contract Terms: a. This contract, unless sooner terminated as herein provided, shall run for a period of 1 year commencing on the date of award. This contract may be extended on an annual basis for a total period not to exceed 5 years. The first issue of the Grand Forks AFB guide/telephone directory and map pursuant to this contract shall be published and delivered within the first quarter of 2011. b. This contract may be terminated by the contracting officer prior to its expiration whenever the products and services to be provided by the publisher hereunder fail to comply with the provisions hereof, and the publisher, after written notice from the contracting officer of such failure, fails to correct same within a reasonable time. c. The contracting officer may also terminate this contract at the convenience of the Government in the event the Government no longer requires this service. d. The publisher is prohibited from making any changes in the dummy pages after they have been approved by the PAO or a designated representative. If any changes are made in any issue subsequent to that approval, the 319th Air Refueling Wing Commander may prohibit the distribution of said issue of the base guide/telephone directory or map on the base and, in addition thereto, may immediately terminate the contract at no cost to the U.S. Government. 9. At such time a request for proposals is issued, all proposals shall be delivered by registered mail or hand carried to 319th Contracting Squadron, Building 418, Grand Forks AFB, North Dakota, along with four copies of a publication you wish to publish. 10.
