Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable and otherwise responsible small business firms that would be interested in submitting offers for this anticipated solicitation. This includes firms that are certified under the 8(a) program, the HUBZone Program and/or Service-Disabled veteran owned small business and or women owned small business concerns. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Qualifications. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration ("GSA") Northeast and Caribbean Region is conducting a sources sought for Design-Build services. The requirements for this opportunity include interior demolition and tenant fit-out work at the Daniel Patrick Moynihan Federal Courthouse, New York, New York. The project will involve the demolition and tenant fit-out of approximately 95,000 sf of space spread out through the north and south sides of the building on the following floors: P3; P2; and 3rd through 9 th. The design-build project is anticipated to begin around September 2011. In this context, GSA is in the process of determining the availability and adequacy of potential sources prior to issuing a Request for Qualifications for performance of a General Contractor. The current estimated construction cost range is $15,000,000 to $20,000,000. The estimated project duration (design and construction) is 30 months (900 days) after Notice to Proceed (NTP). The North American Industry System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. The services for this project will include preparing construction documents, serving as the Architect/Engineer of record for the project and general construction services. The project will require work to be performed within an occupied Federal Courthouse building while minimizing disruptions to the operations of the existing facility. The Daniel Patrick Moynihan U.S. Courthouse houses the United States District Court for the Southern District of New York. The U.S. District Court of Southern New York is the oldest and most high profile district court in the nation. The courthouse is 27 stories tall. It is made of granite, marble, and mahogany. The 974,000 square feet federal courthouse contains 44 courtrooms and provides court support and administrative services to the United States Marshals Service and the Office of the United States Attorney for the Southern District of New York. The courthouse also features two works by notable artists. In the main lobby sits "Justice" by Ray Kaskey, while the sculpture "Sounding Stones" by Maya Lin graces the western plaza. The courthouse was designed by the architectural firm Kohn Pedersen Fox and was built under a design-build contract with developer BPT Properties with core and shell construction by Lehrer McGovern Bovis and interior construction by Structure Tone Inc. Groundbreaking took place on March 29, 1991, and the courthouse was completed in December 1994. The construction of the building is part of the General Services Administration Foley Square Project, which also includes a federal office building located at 290 Broadway. Foley Square has served as the civic heart of the city for nearly 100 years, providing the center for federal, state, and municipal courts as well as other government services. Completed in December 1994, the Daniel Patrick Moynihan U.S. Courthouse complements and reinforces the special qualities associated with the Foley Square district in New York City. This signature quality building reflects the dignity, enterprise, vigor, and stability of the American National Government and exemplifies the Guiding Principles of Federal Architecture, written in 1962 by Senator Daniel Patrick Moynihan, then Special Assistant to the Secretary of Labor, and issued by the Kennedy Administration. The work for this project will include the demolition and tenant fit-out of interior spaces in sub-basement levels P3, P2; and floors 3 through 9. Fit out work includes building out of office spaces and three (3) new Judges Chambers suites. As this is a federal courthouse related project, all work must be designed in accordance with the latest version of the U.S. Courts Design Guide. Furthermore, GSA is interested in firms that can demonstrate design-build experience as well as experience with high-end interior construction (i.e. courtrooms, judge's chambers, or high-end commercial tenant interiors). For this effort, the Northeast and Caribbean Region is also seeking information on experienced Design-Build Contracting firms that qualify under the 8(a) Program, the HUBZone Program and/or the Service-Disabled Veteran-Owned Small Business Procurement Program. The North American Industry Classification System Code for this potential acquisition is 541310. The Small Business size standard is average annual sales and receipts for the past three years that are less than $33,500,000.00. In the past fifteen (15) years, has your firm completed any projects under a design-build contract? If yes, please provide a brief description of that experience. •4. In the past fifteen (15) years, has your firm completed any projects demonstrating experience with high-end interior construction (i.e. courtrooms, judge's chambers, or high-end commercial tenant interiors)? If yes, please provide a brief description of that experience. Companies who have the necessary construction experience, as well as interest in this project, should submit a statement of capabilities, which is NOT a proposal, but rather a short statement regarding the firm's expertise and experience on projects similar in scope to the one described in this notice.
