- Description
- The U.S. Forest Service, Incident Support Branch at the National Interagency Fire Center in Boise, Idaho, is soliciting the services of On-Demand (Indefinite Delivery Indefinite Quantity) - Type III Helicopter (minimum of two type III Helicopters). The intent of this request for quote (RFQ) and any resultant contract is to obtain services of Type III Helicopter fully operated by qualified personnel and equipped to meet specifications for use in project work such as transportation of cargo or personnel, seeding, wildlife survey and prescribed burn operations on an as needed basis. During the Mandatory Performance Periods and any extensions thereof, the aircraft will be made available for the use of the Government as needed for project work. The Government has Interagency and cooperative agreements with other Federal and State Agencies and private landholders. Aircraft may be dispatched under this contract for such use. Location for the designated base is in Missoula, Montana on the Lolo National Forest. The Government may designate alternate bases for temporary operation. Mandatory Performance Periods are 06/15 to 07/01 and 09/15 - 11/01. The awarded contract will be for one base year with four one-year option periods. This contract will be awarded as a firm fixed price with a minimum guarantee, commercial item contract using FAR Subpart 13.5 Test Program for Certain Commercial Items and will use simplified acquisition procedures. This solicitation will be advertised as a 100% small business set aside. All interested parties must be registered in the Central Contractor Registration (CCR). Offerors may obtain information on registration and annual confirmation requirements via the internet at http://www.ccr.gov/ or by calling 1-888-227-2423, or 269-961-5757. On-line Representations and Certifications: Offerors are encouraged to complete the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Potential offerors are responsible for accessing the FEDBIZOPPS website and downloading the RFQ. The solicitation will be issued on or about December 9, 2010. Award date is anticipated on or about March 1, 2011.
