- Naval Air Systems Command, Conventional Strike Weapons Program Office (PAM-201) intends to enter into a sole source Firm Fixed Price Contract with Raytheon Technical Services Company (RTSC) to convert BRU-42/A Bomb Racks, Part Number 1348AS500 to BRU-59/A Bomb Racks, Part Number 219AS600-1. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole sources basis under the statutory authority 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulations (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Request for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon Technical Services Company (RTSC) has a unique knowledge base of the BRU-59/A Bomb Rack as a result of modifications to the BRU-42/A since approximately 1995. Accordingly, RTSC is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with RTSC at the following address: Raytheon Technical Services Company, LLC, Customized Engineering & Depot Support, 6125 East 21st (MS 20), Indianapolis, IN 46219-2058. Once NAVAIR finalizes its requirements for the subject effort, registration in the DoD Central Contractor Registration (CCR) database will be a prerequisite for receiving an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis or the CCR, refer to the CCR website at http://www.ccr.gov/index.cfm. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Interested parties may identify their interest by submitting to the contracting officer a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12 point font minimum) demonstrating their ability to execute this requirement. This documentation shall address, at a minimum, the following through prior/current corporate experience demonstrating an understanding, through similar experience of: (1) manufacturing and delivery of bomb racks; (2) design and system engineering, design verification, first article and qualification testing; (3) planning, coordinating and conducting test, to prove system performance; (4) system integration; (5) A company profile to include the number of employees, Cage Code, DUNS number, NAICS Code and the Small Business Administration (SBA) business size classification.
