- The US Army Garrison-Miami intends to procure a firm-fixed priced contract for custodial services for the new Headquarters building in Doral, Florida. This acquisition is currently planned as a base period of 12 months plus two option periods of 12 months each. The base year period of performance is anticipated to be 29 November 2010 until 28 November 2011. Services under this proposed contract include performing custodial services in the Installation Services Building, the Headquarters Building, the Fitness Center, the Welcome Center, Guard Houses, and the Child Development Center. The normal hours of operation for these buildings are from 6:00 AM to 6:00 PM, Monday through Friday. The Contractor shall be responsible for obtaining and maintaining security clearances for all employees under this contract. The Miami Regional Contracting Office will solicit written proposals from prospective Offerors. Once released, please see the SF1449 (and specifically the addendum to the provision FAR 52.212-1) for the particular requirements of the proposals. Award of a contract from this solicitation will be made on the following basis: Lowest Priced Technically Acceptable (LPTA). Proposals will be evaluated in accordance with the provision at FAR 52.212-2 in the solicitation, and evaluation criteria may include, but are not limited to: Technical Capability, Past Performance, and Price. The solicitation will be issued as a Request for Proposal (RFP) and will be electronically posted on FedBizOps (http://www.fbo.gov) and the Army Single Face to Industry (ASFI) (https://acquisition.army.mil/asfi/), on or about 10 November 2010. NO HARD COPIES will be provided. The solicitation must be downloaded from the internet. Once the solicitation is posted, it is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents. The closing data and time for submission of offers will be contained within the solicitation package. This procurement is being issued as RESTRICTED (Set-Aside 100% for HUBZone). The North American Industry Classification System (NAICS) Code for this procurement is 561720. The small business size standard is $16.5 million annually. The Government intends to hold a site visit on Monday, 15 November 2010, on 9:00 am EST. If you plan on attending the site visit, please notify Monica Escalante via email at monica.escalante@hq.southcom.mil, no later than 2:00 P.M. on Friday, 12 November 2010. Additional site visit information will be included in the solicitation. All responsible Offerors may submit a proposal that shall be considered by the Miami Regional Contracting Office. All potential Offerors must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to conduct business with the Department of Defense (DOD). Lack of registration in the CCR database and failure to obtain a DUNS number will make an Offeror ineligible for award.
