- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46. U.S. Army Space and Missile Defense Command intends to issue a contract to Wright & Dalbin Architects Inc, El Paso, TX through solicitation no. W91260-11-T-0001 pursuant to the authority of FAR Parts 12 and 13.106-1(b)(1) Sole Source Acquisitions. Wright & Dalbin Architects Inc has provided a 50% A&E design package specifications and drawings in support of SMDC project to move laser into a new facility for DCSENG Huntsville; for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). There is only one responsible source and no other services will satisfy agency requirements. Wright & Dalbin Architects Inc performed the work and produced the 50% A&E design package and the Government (SMDC) received benefit for the work Wright & Dalbin performed and the company must be paid. It has therefore been determined that the Government intends to solicit and negotiate with only one source (Wright & Dalbin Architects Inc) under the authority of FAR 13.106-1(b)(1). A justification for Other than Full and Open Competition has been prepared and approved in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Offeror must submit a quote or proposal via email to: george.knowlton@smdc-cs.army.mil by 4:00 PM Mountain Standard Time on November 15, 2010 to be considered by the government. IMPORTANT!!
