- The Naval Surface Warfare Center, Indian Head Division (NSWCIHD) has a requirement for the purchase of ROVER 4 Receiver. This is a sole source requirement to be negotiated with L3 Communications, 640 North 2200 West, Salt Lake City, UT 84116. The resulting award will be a firm fixed price purchase order. Negotiations being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304(c)(1). See note 22. The NAICS Code is 334220, Size Standard is 750 employees and the FSC Code is 5895.
