Updated Questions and Answers dated 2 November 2010 ***Amendment No. 2*** The purpose of this amendment is to post an updated list of questions and answers. ***End Amendment No. 2*** ***Amendment No. 1*** The purpose of this amendment is to change the following: 1. The due date is hereby changed from 29 October 2010 to 3PM (ET) 3 November 2010. 2. A revised Performance Work Statement (PWS)dated 27 October 2010 hereby replaces the PWS dated 14 October 2010. The following have changed within the PWS: a. The requirement for electronic media has been removed from the PWS. Paragraphs 1.0, 1.1, 1.1.1, 2.0, and Appendix A have been updated to reflect this requirement change. b. Appendix A Workload Data estimate had been removed and made into its own document. c. Appendix B Map is now Appendix A. 3. A revised Price Schedule has been posted and replaces the original. The following has changed on the Price Schedule: a. Grind Electronic Products CLINS 2, 4, 6 & 8 have been removed. b. The unit of measure has changed from Cubic Feet to Months. 4. Questions and Answers have been posted. 5. A Program Effort has been added to address estimated annual workload and bins. ***End Amendment NO. 1*** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-11-Q-0040 is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20100927. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This solicitation is unrestricted. The NAICS code is 561990 and small business size standard is average annual receipts of $7.0 million. The contractor shall provide the following items on a firm fixed price basis: Shredding of Paper Products and Destruction of Electronic Media at the Air Force Research Laboratory (AFRL), Rome Research Site (RRS) in accordance with the Performance Work Statement dated 14 October 2010. The period of performance is one twelve month base period and four twelve month option periods. The place of delivery, acceptance and FOB destination point is AFRL, Rome Research Site, Rome, NY. The provision at 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Electronic quotes are due at or before 3:00 PM, 29 October 2010. (b)(10) Submit past performance information to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within 4 days after receiving notification from the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. The representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (AUG 2009), ALT I (APR 2002) must be completed electronically on the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Therefore, offerors are required to complete only paragraph (b) of this provision and submit it with their proposal.
