- PR IQC10300009065. This solicitation will contain NSN 5865-01-178-2734, Modulator, Radio Transmitter. Request for Proposal SPM4A6-11-R-0053, will be solicited for award of an Indefinite Quantity Contract (IQC) with 1 base year and 4 option years. Solicitation will be issued as an unrestricted procurement utilizing Full and Open Competition. This is a 1-G fully competitive item. Contractors are required to have access to classified data. Secret security clearance and confidential safeguarding/storage facility clearance is required. Export Control applies. Contractor First Article Testing (FAT) is required. A sample of 3 each is to be tested. FAT report is to be forwarded to: 1-ATTN: WR-ALC/GRWEBA (DAE LEE) 460 RICHARD RAY BLVD, SUITE 200 WARNER ROBINS, ROBINS AFB, GA 31098-1638 2-DLA AVIATION ATTN: ARMANDO GONZALEZ 8000 JEFFERSON DAVIS HIGHWAY RICHMOND, VA 23297 FAT samples are to be forwarded to: 1-DLA CENTRAL RECEIVING DDWG-ER FIRST ARTICLE SPECIAL HANDLING ATTN: WR/ALC/GWREBA (DAE LEE) 455 BYTON STREET, BLDG 376 ROBINS AFB, GA 31098-1887 Delivery: FOB Destination, Inspection and Acceptance at Origin. Quantity variance is plus/minus 0%. Per the Industrial Preparedness Branch review dated October 28, 2010, Surge and Sustainment is not applicable. Per IBMS, the required delivery for production after FAT approval is 30 DARO. Therefore, the requested delivery is as follows: FAT 90 days, Govt evaluation 45 days, production after FAT approval 30 days for a total delivery of 165 days. Pricing will be evaluated on the Estimated Annual Demand (EAD), which is 12 each. The Guaranteed Minimum quantity is 3 each and applies to the base year only. NSN is not a Critical Safety Item per SAP review on October 28, 2010. The final contract award decision will be based upon a combination of price and past performance. A Subcontracting Plan is required. Formal Cost and Pricing Data is required. EEO clearance is not required as the dollar threshold has not been met. Progress Payments are not included as conditions at FAR 32.501-2(c) have not been met. Synopsis was posted to Federal Business Opportunities on November 2, 2010. Solicitation issue date is November 17, 2010. Solicitation closing date is December 17, 2010. The estimated award date is March 18, 2011.
