Description
Repair Statement of Work HSCG40-11-Q-19004 This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-43 (AUG 2010), and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is _____ and the Small Business Size Standard is _____. This synopsis/solicitation is issued pursuant to FAR 6.203-1 and HSAM 3006.203-1. The resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13.5. It is anticipated that a non-competitive sole source purchase order shall be awarded as a result of this synopsis/solicitation. It is the Government's belief that only Man Diesel North America, Inc., and/or their authorized repair facilities, can obtain the required technical and engineering data, and genuine OEM parts, required to successfully repair these items. Concerns having the expertise and required capabilities to repair these items are invited to submit complete information discussing the same within 14 calendar days from the day this notice is posted. The information submitted must include a letter from the OEM verifying the offeror is an authorized repair facility and verifying the OEM will supply only genuine OEM parts. A. The USCG Surface Forces Logistics Center has a requirement to Open, Inspect, Report, and Repair the following: (1) 2815-99-534-5610, Cylinder Liner, P/N Y3J12811, quantity: 23 each. (NOTE: No substitute or after-market parts shall be authorized for the repair of these Pumps. Only actual OEM parts shall be acceptable. All work is required to be performed by an authorized OEM Repair Facility.) Offers may be submitted on company letterhead stationery and must include the following Contract Line Items: (1) Loaded Labor Rate: $____________ (This rate shall include direct and indirect labor costs associated with the labor rate, G&A, overhead, and profit). (2) Inspection Charge Per Cylinder, Liner: $_____________(This price shall be the price the Government shall be obligated to pay if any Cylinder, Liner is determined to be beyond economical repair). (3) Repair Cost Per Cylinder, Liner: _______HRS x $_______ (Labor Rate) = $________________ (This price shall be used for evaluation purposes and will be negotiated based on the inspection report.) (4) Preservation, packaging, and marking: $___________(This charge shall be the charge the Government shall be obligated to pay for preservation, packaging, and marking as outlined in para 5.) (5) Mandatory Replacement Parts: $______________(Offeror shall list and price all replacement parts required for the standard overhaul for each unit as outlined in the attached Repair Description.) (6) Contingency Replacement Parts:$_____________(Offeror shall list and Price all replacement parts that maybe required outside the standard for each unit as outlined in the Repair Description. The Government anticipates a 10% chance that these contingency parts will be used in the overhaul.) (7) Replacement cost for new Cylinder, Liner (if available): $____________ (This price will be used by the government to determine if the unit is beyond economical repair) (8) FOB Origin or FOB Destination: ________________ (Offeror shall indicate shipping terms should a Purchase Order result from the quote.) B. OVERHAUL DESCRIPTION ITEM NAME CYLINDER SLEEVE STOCK NUMBER 2815-99-534-5610 PART NUMBER Y3J12811 USED ON 110 WPB PAXMAN ENGINE MODEL 16RP200M Items as received by the contractor must be complete and of the proper cited part number. Discrepancies shall be reported to the Coast Guard Contracting Officer. OVERHAUL REQUIREMENTS: Item Name: Cylinder Liner Stock Number: 2815-99-534-5610 Part Number: Y3J12811 Used On: 110' WPB Paxman Engine Model 16RP200M 1. Scope: - The cylinder liners are considered a "critical item" used during the overhaul process for MAN Diesel Paxman Valenta model 16RP200M engines. These engines are used on Coast Guard 110' Island Class Patrol Boats. The Coast Guard (CG) will provide a core exchange for each liner ordered. Discrepancies if any, within this repair description shall be reported to the Coast Guard Contracting Officer (KO). 2. Work Description: - Each cylinder liner shall be repaired / refurbished to a condition which shall restore the operating and performance characteristics to the "Original" design and technical specifications. At a minimum the following shall be completed: 2.1. Documentation and Marking: - Each liner shall have a documented incoming inspection report completed. The contractor shall deliver an electronic copy of the report to the CG KO within fifteen (15) days of receipt of the liners. 2.1.1. Each liner shall have all previous makings removed (see note) and stenciled with the new CG contract number and a designated serial number. For example HSCG40-09-P-60000 1 of X ("X" represents the quantity of the order). The designated marking shall allow complete tractability back to the repair/refurbished process of each liner. Note: If the incoming inspection report annotates a CG contract number with the letter "N" at the end. For example HSCG40-09-P-60000N, stop work and contact the CG KO for special marking. 2.1.2. Each liner shall be individually packaged in a re-usable wooded crate. The crate shall include any special labels / markings required by US Customs annotating the wood has been treated with tannic acid or heat treated as required to meet "Bug Free" certification. 2.1.3. Each crate being sent back to the CG shall include a completed dimensional inspection report. At a minimum, the report shall include, CG contract number, liner serial number, ID and OD measurements recorded at 3 different locations 90 deg. apart. 1) Top, 2) middle, and 3) bottom, the overall dimension, fretting band and retaining ring dimension etc. 2.2. Process - Each liner shall have the existing coatings from the outside diameter (O/D) and inside diameter (I/D) striped to allow for re-coating. 2.2.1. The liner ID shall be pre-honed. 2.2.2. The liner OD shall be pre-turned. 2.2.3. The liner OD shall be sprayed with nickel plating and finished machined meeting the parameters of a new "Original Design". 2.2.4. The liner ID shall be sprayed coated with intermediate porous hard chrome plating and finished honed meeting the parameters of a new "Original Design". 2.2.5. Each liner shall have the fretting band and retaining ring fitted to the "Original Design". 2.2.6. Each liner shall be hydro tested to 100 PSI for 10 minutes. 2.2.7. Each liner shall have a honey chrome etch bore. 2.2.8. Each liner shall be vapour blasted and cleaned. 3. Warranty - The cylinder liners being repaired / refurbished will be put into CG inventory. The Contractor shall guarantee items against defects that lead to failure for one (1) year after installation and/or a period of up to two (2) years storage after delivery to the Coast Guard. 4. Quality Assurance - The Contractor shall provide certifications of successful standard production tests and inspections. The certification shall be placed in each container. 5. Preservation Packing and Marking for Shipping: - Each unit shall be individually preserved and wrapped for protection against deterioration for a period of two (2) years minimum. Mark each box in legible black print lettering on a white painted background with the following information: NATIONAL STOCK NUMBER: 2815-99-534-5610 ITEM NAME: Cylinder, Liner PART NUMBER: Y3J12811 GOVERNMENT ORDER NUMBER: As Applicable And the words: Coast Guard SFLC "Condition "A". 6. Government Acceptance: - Acceptance will be made at destination by a government representative. Acceptance will be contingent upon representative's verification of no damage in transit, correctness and completeness of order and contractors conformance to preservation, packing, marking and bar-coding requirements. C. WARRANTY: __A. Standard Manufacturer's Warranty X B. Item being repaired as an "onboard repair" or a "system stock" item and will be put into inventory. NOT FOR IMMEDIATE INSTALLATION. Contractor must guarantee item against defects that lead to failure for 90 days after installation for a period of up to two (2) years after delivery to Coast Guard. D. GOVERNMENT ACCEPTANCE: Acceptance will be made at destination by a Government representative. Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements. E. PACKAGING AND MARKING FOR SHIPMENT: X A. Each unit shall be packed individually in its own wooden box which shall be capable of providing adequate protection to the item during multiple shipments. Mark each box in legible black print lettering with the following information: NATIONAL STOCK NUMBER ITEM NAME PART NUMBER GOVERNMENT ORDER NUMBER 2815-99-534-5610 CYLINDER SLEEVE Y3J12811 F. PRESERVATION / PACKAGING: X A. Each unit shall be individually preserved and wrapped for protection against deterioration for a period of two (2) years minimum. __B. See Attachments And the words: "Coast Guard SFLC Material, Condition "A". G. BAR CODING: Bar code labels shall be supplied on all boxes. All bar coded labels shall be in accordance with CG, ELC specification D-000-100 Rev. G, Dated, 2/06. The actual labels shall be Type V, Style 2, composition b with plastic laminate. Each label shall contain encoded data for the Stock Number and the Contract Number. The marking required can be applied separately or as part of the bar code. Delivery to: USCG Surface Forces Logistics Center Receiving Building 88 2401 Hawkins Point Rd. Baltimore MD, 21226-5000 NOTE: A Department of Labor Wage Rate Determination is incorporated in this solicitation and shall be incorporated in the resultant Purchase Order. (NOTE: Statement is not required for rebuild) H. EVALUATION: Award may be made without discussions unless the Contracting Officer determines discussions are necessary. Quotations received in response to this synopsis/solicitation shall be evaluated on a best value basis utilizing the following technical, price and price-related factors: 1. a.) The total price of all line items shall be added to arrive at an evaluated total price. b.) Quality Assurance Travel Costs. Travel related expenses (calculated by utilizing round trip airfare utilizing SATO or other USCG contracted travel service prices, and per diem, lodging, and other allowances in accordance with the Federal Travel Regulation 41 CFR Chapter 301-304) for the Government to provide a Quality Assurance Representative at the contractor's facility for testing and inspection shall be included in the evaluation of quotations. For evaluation purposes only, expenses will be based on one trip lasting one (1) day in duration. Airfare will be based on travel during normal working hours to the location at which the supplies described in the specifications for each CLIN. This estimated price shall be added to the total price to arrive at an aggregate total. c.) Cost to ship GFP to contractors facility: (offerors to provide GFM ship to address) ____________________________________________ ____________________________________________ ____________________________________________ 2. Technical Capability. Offerors must be able to provide genuine Original Equipment Manufacturer (OEM) parts in a timely manner. Additionally, Qualified Technicians must be certified Technicians by the OEM. 3. Past Performance. Past performance shall be evaluated on previous contracts completed during the past three years or currently in process for the same or similar type of services that as are being solicited under this solicitation. Contracts may include those entered into by the Federal Government, agencies of the state and local governments, and commercial customers. The Offeror shall include past performance information for any major subcontractor to be utilized during performance and must be relevant to the scope of work they may perform under the Purchase Order resulting from this solicitation. 4. Delivery Schedule (if applicable). The following FAR Clauses provisions apply to this solicitation. FAR 52.212-1, Instructions to Offerors-Commercial Items (June 2008); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Oct 2010) with Alternate I. Offeror(s) must include a completed copy of FAR 52.212-3 with their quote. The Offeror shall supply at least three (3) contracts completed during the past three years or currently in process for the same services as are being solicited under this solicitation. Contracts listed may include those entered into by the Federal Government, agencies of the state and local governments, foreign governments, and commercial customers. The Offeror shall provide include past performance information for any major subcontractor and must be relevant to the scope of work they may perform under the contract resulting from this solicitation. References other than those provided by the Offeror may be contacted by the Government to obtain additional information that shall be used in the evaluation of the offeror's past performance. The Government may waive the submission of past performance information by the offeror if adequate data already exists on file within this office. FAR 52.246-1 Contractor Inspection Requirements (Apr 1984) The Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the supplies or services furnished under this contract conform to contract requirements, including any applicable technical requirements for specified manufacturers' parts. This clause takes precedence over any Government inspection and testing required in the contract's specifications, except for specialized inspections or tests specified to be performed solely by the Government. (End of Clause) All responsible sources may submit a quotation, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR) and shall provide the company Tax Information Number (TIN) with their offer. NOTICE FOR FILING AGENCY PROTESTS - United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
