Description
Response Date is extended until November 8, 2010, 4pm EST ******QUESTIONS AND ANSWERS ******* •1) Has the Government determined and awarded a contract for the Permanent Housing Construction contract? If yes, can you inform us if there were multiple contractors or a single contractor selected? Is there a proposed construction schedule available to EQI to assist us in preparing a realistic Archeological Monitoring Surveying Plan? This information is important to us as we prepare a cost effective, realistic and professional response to the American Samoa Archeological Monitoring Solicitation Number HSFEHQ-11-R-003. A contract has not been awarded 2) In regard to Reporting: Is it acceptable to provide three progressive reports according to the following schedule? · Provide an interim draft report on the archaeological monitoring within one (1) month of completion of final excavation · Provide a draft report, within nine (9) months of completion of final excavation, on the archaeological analysis, results, and conclusions of all collected and documented cultural deposits, features, etc. · Provide a Final Report in accordance with the specifications of Section 106 of the National Historic Preservation Act of 1966, within twelve (12) months of completion of final excavation. This time frame is consistent with other federally mandated archaeological reports that take into account time for analysis of collected specimens, radiocarbon dates, creation of requisite graphics, maps, etc. While this is indeed consistent with timeframes generally accepted nationwide for this type of activity, the nature of the project and the repetitive site similarities make FEMA believe that the draft report can be prepared within 4 month of completion, and the final report within 6 months. 3) Can the responses to American Samoa Archeological Monitoring Solicitation Number HSFEHQ-11-R- 003 be submitted to the Contracting Officer electronically?
