- Attention Potential Offerors: This is a Draft Solicitation and not a request for proposals. The purpose is for potential offerors to review the governments requirement and ask questions and/or make recommendations. The government intends to release a solicitation, for which proposals will be evaluated after all comments have been received and considered. 1. Offerors should submit all technical questions regarding this solicitation to the contracting office in writing on or before October 8, 2010. Questions are to be sent via e-mail to gabrielle.harris2@va.gov. Telephonic (verbal) questions will not be addressed. All responses to questions, which may affect offers, will be incorporated into a written amendment to the solicitation and released via the Federal Business Opportunities System website (www.fedbizopps.gov). 2. The Government will hold a Draft Solicitation conference in order to receive direct feedback from the industry. The purpose of this will be to receive industry comments and recommendations. Questions will not be answered during this conference but questions that pertain to the requirement development may be asked for the VA's purpose in finalizing the solicitation. This meeting will occur via a Microsoft Office Live Meeting teleconference on November 5th at 1030AM EST.
