November 1, 2010 REQUEST FOR EXPRESSION OF INTEREST - DEVELOP A REMOTE ACCIDENT MANAGEMENT FACILITY ESTABLISHMENT PLAN FOR THE ADVANCED TEST REACTOR LOCATED AT THE IDAHO NATIONAL LABORATORY •· I. INTRODUCTION Battelle Energy Alliance, LLC (BEA), Management and Operating Contractor of the Idaho National Laboratory, seeks an expression of interest from prospective companies that are qualified and capable to develop a step-by-step remote accident management facility establishment plan for the U.S. Department of Energy (DOE) owned Advanced Test Reactor (ATR) at the Idaho National Laboratory (INL). This expression of interest will serve as a method of identifying candidates that possess the qualifications to develop a remote accident management facility establishment plan. The qualified responders may receive a formal request for proposal for the work. •· II. BACKGROUND The ATR is a pressurized water reactor whose principal function is to provide a high neutron flux for experiments involving reactor fuels and materials. The ATR is an important and unique national resource. It is the premier test reactor in the United States and plays a central role in nuclear energy research and development missions for military, space and civilian applications. The ATR is located at the ATR Complex at the INL. The reactor has a design thermal power of 250 MW with a nominal operating pressure of 360 psig at the core inlet (top of core) and a nominal core inlet temperature of 125 ° F. The nominal core outlet temperature is 170 ° F at the design thermal power level. The ATR uses uranium-aluminide dispersion fuel, which consists of a dispersion of UAlx fuel particles in an aluminum matrix (forming the fuel core) clad in aluminum (forming the fuel plate). The ATR Life Extension Program (LEP) is pursuing several aspects of reactor operation that support improved accident management. Among these is a review of existing capabilities, requirements and identification of potential improvements to remote accident management for the ATR. Improvements may result in upgrades to the existing facility or design of a replacement upgraded auxiliary control room. Remote accident management capabilities will address specific needs and requirements applicable to the ATR (e.g., location, habitability, and necessary and desired indications and controls) and will consider, where reasonably achievable, commercial nuclear industry standards and applications. Application of commercial standards will be evaluated, accepted, and approved by the Contractor •· III. PROJECT DESCRIPTION This work will develop an executable ATR Remote Accident Management (RAM) Facility Establishment Plan tailored to the unique operational and environmental attributes within which the ATR operates. The Plan will detail the steps necessary to permit design and construction of a remote auxiliary ATR control room facility for safe operator response to postulated accident conditions that currently require the TRA-670 Control Room to be evacuated after the immediate actions necessary to secure the core and maintain fuel integrity. The remote facility shall provide the capability necessary to minimize: 1) the material consequences of the accident condition and 2) the potential for the condition to deteriorate to a higher level of consequence. This is expected to require that the operator(s) will be provided with necessary and sufficient remote instrumentation, controls and procedures plus procedural guidance to evaluate the accident conditions occurring in the reactor in order to take appropriate local corrective actions followed by transfer to and subsequent accident management actions from the new facility. The facility shall provide the capabilities necessary for follow-on mitigation actions that are effective and necessary for re-establishing stable and safe in-plant conditions. The subcontractor performing this work shall develop the specific plan, the execution of which will allow design and construction of a remote facility to include its location, its habitability and communications features, its security arrangements (if separately required) and its accident management indicators and displays. The facility shall include the necessary in-place control functions to provide the operator(s) shutdown accident capability sufficient for mitigation of the possible consequences of the postulated accidents, i.e.; accident scenarios that require the operator(s) to evacuate the local control room after taking the immediate actions necessary to secure the core and maintain fuel integrity. The Plan shall include Rough Order of Magnitude (ROM) cost estimates for performing the described design, construction and facility outfitting activities. •· IV. SUBMITTAL REQUIREMENTS Prospective subcontractors shall provide brief statements of qualifications in the following areas: •· 1) Overview of the candidate company, perhaps in the form of an annual report or web page link, •· 2) Quality control and quality assurance capability (including ASME NQA-1-2000, Quality Assurance Requirements for Nuclear Facility Applications) and your program for assessment/surveillance, •· 3) A description of knowledge and capabilities related to symptom based procedures, and •· 4) Name, telephone number, and e-mail address of a representative of your firm who can answer questions regarding this request for expression of interest. BEA plans to issue a request for proposal that will allow award of a subcontract to develop a remote accident management facility establishment plan.
