Description
STATEMENT OF WORK GENERAL INFORMATION 1. TITLE OF PROJECT: TREE MAINTENANCE PRUNNING 2. Scope of Work: The contractor should provide all resources necessary to accomplish the work described in the Statement of Work, except as may otherwise be specified. Work shall consist of general arboreal maintenance of trees located throughout the Medical Center, located in Fayetteville, AR. The work will include pruning and removal of trees. The primary emphasis during completion of the work shall be to preserve and improve the health of the older growth trees without compromising the safety of patients, visitors or medical center personnel. All work must be done without damaging existing grounds and must be completed according to the specifications and ANSI A300-1995(American National Standard Institute) requirements for tree pruning. 3. Background: A major ice storm damaged the majority of trees on the Medical Center campus. An initial clean-up of broken limbs and conducted immediately after the storm; however most of the trees on the property have limbs that need pruning and broken limbs removed. 4. Performance Period: the contractor shall complete the work required under the statement of work in 7 days or less from the date of award, unless otherwise directed by the contracting officer. If the contractor proposes and earlier completion date and the government accept the contractor's proposal, the contractor's proposed completion date shall prevail. The work shall begin within 14 calendar days of award. DETAILED SCOPE 1. Crown Cleaning: The contractor shall perform crown clearing on all trees. Crown Cleaning shall meet ANSI A300 standards and shall include selective removal of all dead, dying, and diseased branches from each tree requiring this action. Trees requiring this service range from about 10 feet in height to over 60 feet tall. Branch sizes range from less than 1/2" in diameter to over 8" in diameter. In many cases branches must be lowered in a controlled manner to avoid damage. 2. Crown Restoration: The contractor shall perform crown restoration pruning to improve the structure, form and appearance of trees which have been storm damaged. 3. Removal: The contractor shall remove all trees or stumps designated for removal. Removal shall constitute complete removal, to include grinding of the stump and restoring the disturbed area with seed. One dead Bradford pear tree needs removed by the entrance of the Mental Health Clinic. The Bradford Pear tree is 6 to 7 feet tall and the same dimensions wide. GENERAL REQUIREMENTS 1. The contractor shall be responsible for taking all precautions to prevent damage to the Medical Center property. Contractor is responsible for damage to any roads, grassed areas, and other structures on the grounds. 2. Contractor shall restore the site to the original site condition. All ruts and other damages to the site from contractor equipment and operation shall be repaired at no expense to the government. All vegetation and other materials generated from the work shall be removed from the site daily. Disposal shall be offsite at a government permitted disposal site. The contractor will be responsible for all costs associated with transportation and disposal of debris. 3. The contractor shall maintain all equipment, tools and machinery while on the project in sufficient quantities and capacity for proper execution of the work. Tools shall meet appropriate OSHA standards. Appropriate licenses for all operators shall be maintained. EXECUTION 1. Tree Pruning: "The use of climbing spurs or spiked shoes shall not be permitted except on trees to be totally removed. "All branches greater than 3 inches in diameter shall be lowered by proper ropes to the ground. "Do not cut off the branch collar(not make a flush cut), "Use sharp pruning tools it will not leave jagged, rough, or torn bark around cuts. "Topping, Tipping, Heading, Stubbing, or Dehorning shall NOT BE ALLOWED. "Do not remove more than 30% of the foliage of a single branch. "Under no circumstances remove more than 1/3 of the crown. "Do not use equipment or practices that would damage bark or cambium beyond the scope of the work. This includes the use of wound paint. "Do not leave cut limbs in the crown of any trees upon completion of pruning, at times when the trees would be left unattended, or at the end of the workday. "Perform the pruning work under the supervision of a certified Arborist in accordance with these specifications and ANSI A300. "Remove dead wood 13mm (1/2) or more in diameter, branches interfering with or hindering with the healthy growth of the trees, and diseased branches with a clean cut. But back or remove branches as necessary to give the trees proper shape and balance. "In removing large limbs, make the initial cut on the underside at a safe distance from the trunk or lateral, to prevent ripping of the bark. "Section large branches of limbs that cannot be removed in one piece without endangering traffic or property and lower them by ropes. "To promote proper healing, cut off stubs or limbs that have resulted from improper cuts or broken as a result of former pruning. Remove decayed wood to expose healthy tissue. Shape cavitations to provide drainage.
