Description
The Naval Sea Systems Command intends to issue a sole source Cost Plus Fixed Fee (CPFF) modification to Sierra Nevada Corporation (SNC). 444 Solomon Circle, Sparks, NV 89434-9561 under the authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, śonly one responsible source and no other supply or services will satisfy agency requirements. ť The procurement will be in support of the military operations in Afghanistan and Iraq. The This modification will provide 35,000 hours of additional Engineering Support Services (ESS) to sustain the existing CREW THOR III systems and its components on contract N00024-09-C-6306 that is already in place with SNC. The Contractor shall provide 35,000 hours of technical and engineering support services as directed by Government issued Technical Instructions (TI). In accordance with Technical Instruction Letters, the contractor may be required to provide the necessary personnel, equipment, and facilities for the execution of optimization testing; troubleshooting of electronic/electrical hardware; repair, maintenance, configuration changes, and refurbishment of hardware and software; testing of individual system components and electronic modules; inventory control; generation of test, status, financial, and logistics documentation; verification of system operational specifications; product improvements; sustainment engineering; vehicle installation; and integration, travel, and field support. SNC is the original designer, developer, and manufacturer of the CREW THOR III systems. As the Original Equipment Manufacturer (OEM), SNC has the capability to perform these functions to meet the Government ™s requirements. No other offeror can satisfy the Government ™s needs. This will be a Cost Plus Fixed Fee (CPFF) contract for CLINs 0008 and 0020 Engineering Support Services. The period of performance is anticipated to run from December 2010 through December 2011. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by November 12, 2010 will be considered by the Government. Reference solicitation number N00024-11-C-6304. Responses to this notice must be received by 10:00 a.m. local time on 12 NOVEMBER 2010. Responses shall be submitted via e-mail to Saleemah.harris@navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
