Description
The National Aeronautical and Space Administration has a requirement for discreteimprovements to C&R software modules (to include Thermal Desktop, Thermal Workshop,RadCAD, FloCAD, Sinaps, AeroTPS, and Sinda/Fluint). This software is used for thepurposes of desktop imaging. As the only thermal software that is standard across all themajor NASA Centers, it offers a unique capability for sharing information betweenCenters, and supports the OneNASA effort by making all Centers thermal work morecompatible and easily shared. An Agency wide contracting vehicle for Cullimore and Ringsoftware modifications will allow for centralized method for Centers to pool theirrequests for code modifications, combine funding, and streamline the purchasing process. NASA/NSSC intends to purchase the software modification capabilities from Cullimore &Ring Technologies Inc, 2501 Briarwood Drive, Boulder, CO 80305-6803.Cullimore & Ringdeveloped the Thermal Desktop software and associated modules, and hold the exclusiverights to the software. As such, they are the only company who can modify the sourcecode and offer modifications to their commercial suite of software. Pursuant to FAR13.106, the acquisition of these services has been determined to be reasonably availablefrom only one source. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon November 15th, 2010. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.Capabilities and qualifications should be submitted to Charles Bridges atCharles.C.Bridges@Nasa.gov.
