Description
Draft Atlanta SOW and additional Pass/Fail Criteria REQUEST FOR INFORMATION (RFI) FOR MANAGED SERVICES CONTRACT INVOLVING GOVERNMENT OWNED PHARMACEUTICAL, MEDICAL SUPPLIES, AND MEDICAL EQUIPMENT BACKGROUND: The Government, in order to maintain the health of the nation's people stores, manages, and distributes pharmaceuticals, medical supplies, and medical equipment from sites located throughout the United States and its territories. GSA FEDSIM intends to solicit for Contractor support, on the Open Market utilizing FAR Part 12, Commercial Acquisition, for the storage of Government owned pharmaceuticals, medical supplies, and medical equipment in accordance with the attached draft Statement of Work (SOW). The Contractor shall provide all necessary expertise, labor, materials, and space to safely and securely, receive, store, stage, kit and prepare for shipment pallets containing these items. • Site: Will be located within 20 driving miles of Atlanta Hartsfield Jackson International airport in Georgia. It will be used to manage ambient, and Schedule III, IV, and V controlled products as well as equipment and related medical items. In addition, validated refrigeration units (one primary and one backup) will be required. The Contractor shall manage up to 40,000 pallet positions to include ambient pallets, Tri-wall containers and rolling containers of medical and pharmaceutical products at this site. For planning purposes the use of single rack storage is encouraged except for long term storage of finished kits. Award is anticipated by March 2011. The Government will transport all materials to and from the Contractor-provided space. PURPOSE: This notice is being issued by GSA FEDSIM as a Request for Information (RFI) to perform market research in order to obtain industry comments regarding the anticipated structure of the final Request for Proposal (RFP) as described below: 1. The Government anticipates that the final RFP will be for a total period of 10 years. This 10 year period will be structured as a 5 year multi-year contract (iaw FAR 17.104) with 5 one-year optional periods. No payment of monthly firm fixed price (FFP) Managed Service Charges will be provided to the Contractor until the facility satisfactorily meets ALL the requirements as stated in the attached SOW and the contractor begins receiving the products for storage/management. The monthly Managed Service Charges shall include any facility modification costs. The Contractor will be required to obtain its own financing for any necessary facility modifications. No progress payments will be provided during the facility modification phase. a. Please provide any questions or concerns you may have on the above RFP structure and/or the attached draft SOW. 2. As it is the Government's intent to solicit this requirement as a small business set-aside, please identify the size standard of your firm as stated in the Central Contractor Registration (CCR) under NAICS 49312, as of your RFI response date, and as of the anticipated final RFP response date of February 2011. RESPONSE INSTRUCTIONS: All firms expressing an interest in responding to this requirement shall provide the following information: a. Name and Address of Firm. b. Point of Contact information (Name, Phone Number, email address) c. Size standard of Firm as stated in the Central Contractor Registration (CCR) database under NAICS 49312 "Refrigerated Warehousing & Storage", as of your RFI response date, and anticipated size standard as of February 2011. d. A brief description (no more than 2 pages not including SOW questions) of your level of interest and ability to submit a compliant proposal in light of the attached draft SOW and pass/fail requirements. e. Questions or concerns you may have to the draft SOW or RFP structure. f. Do you plan to establish teaming arrangements, partnerships or a joint venture with other firms to pursue this opportunity? Responses to this notice are not considered quotes and cannot be accepted by the Government to form a binding contract. This RFI is not to be construed as a commitment by the Government or the Contractor to submit a quote. The Government will not pay for the information submitted. Respondents will not be notified of the results of any Government assessments. No awards will be issued as a result of this RFI. However, the information received through this RFI will be utilized to assist in acquisition planning for this procurement. The final RFP notice, when available, will be posted on FedBizOpps. It is the Government's intent to establish a bidders list from the responses received from the final RFP notice (not this RFI Notice). Only those firms that respond to the final RFP notice will receive the final RFP. It will be the Contractor's responsibility to monitor FedBizOpps for the release of the final RFP notice and any applicable amendments. All responses to this RFI shall be provided to the FEDSIM Contracting Officer, Victor Angkico, via email at victor.angkico@gsa.gov. Responses are due no later than 3:00 PM EST, on November 12, 2010.
