Description
AUDIO VIDEO FORENSICS LAB - RFI THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued by the Virginia Contracting Activity (VaCA) solely for information and planning purposes; it does not constitute a formal solicitation, Request for Proposal (RFP) or a promise to issue a formal solicitation, RFP or Broad Area Announcement (BAA). This RFI does not commit the Government to contract for any supply or service. VaCA is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future solicitation, RFP or BAA. It is the intent of VaCA to use this for market research purposes only. It is the responsibility of the potential offerors to monitor this website for any additional information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. 1) Description: VaCA is seeking to identify qualified sources capable of performing the following functions: Provide technical and exploitation support services to design, implement, and operate an Audio Video Forensics Lab. A. Support to Audio Video exploitation operations: 1. Provide subject matter experts experienced in methods of audio and video analysis, focused on delivering technical AV reports and capable of collaborating with a development team on enhancing automated exploitation, 2. Provide subject matter experts with thorough understanding of Audio Video software encoding, hardware operation, exploitation tools, signal processing and experience working on AV projects, 3. Provide a workflow coordination specialists with intelligence analysis/collection management expertise, capable of managing and coordinating group priorities and understanding of PIRs, IC exploitation capabilities and proven track of deadline oriented performance, 4. Provide access to a pool of natural and physical scientists, capable to serve as a Subject Matter Expert in to provide quick response consulting services from a broad range of science fields. B. Support to Audio-Video lab design, development, implementation and operation 1. Provide a program manager with thorough understanding of lab management, priority setting, capable of managing the day to day and long term operations of an Audio-Video exploitation lab to meet Government's requirements, 2. Provide Applied Engineering System architect and developers with experience in A V and large datasets implementations to design, integrate and iteratively improve A1V lab including workflow, automated processes integration and reporting services, C. Offerors must meet, at a minimum, the following top level overall requirements: 1. Experience in video processing exploitation and/or video forensics, 2. Experience in designing, managing and implementing software development and integration projects related to audio video exploitation, 3. Experience in understanding IC analytical and collection practices and their application to the media exploitation mission, 4. Posses TS/SCI approved facility and TS/SCI cleared staff, 2) Requested Information: Prospective sources, possessing the qualifications, capability, and experience to respond to this RFI, in part or in whole, are invited to submit documentation (no more than 20 pages all inclusive) in response to items listed under section 1 above and outlining the following items: a) Company information, which includes point of contact, address, type of company, size and level of facility clearance, CAGE Code, and DUNS number, b) Description of experience in the field of audio and video forensics and exploitation, c) Description of experience in managing and developing software projects, including audio-video, workflow or media exploitation, d) Description of experience operating and managing an operational audio-video lab environment e) Description of labor categories of current and future staff/personnel to support the general requirements, with either commercial pricing details or GSA/GW AC rates/categories/descriptions, and contract reference information, 3) Submission Instructions: a) Interested parties are requested to respond to this RFI inclusive of answers to the requested information listed above. The associated North American Industry Classification System (NAICS) code is anticipated to be 541690 -Other Scientific and Technical Consulting Services. b) VaCA reserves the right to review late submissions but makes no guarantee to the order of or possibility for review of late submissions. Responses shall be limited to 20 pages all inclusive and submitted via email ONLY to katelyn.clarke@dia.mil c) Responses shall be in Microsoft Word 2007 compatible format and are due on or before 12:00 AM (local Eastern Time), Friday 19 November 2010. d) Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED and completely separated. Be advised that no submissions will be returned. All submissions will be disposed of in accordance with the instructions provided in prospective sources response. If no instructions are listed, the VaCA will dispose of at their discretion. e) Responses to this RFI may be evaluated by Government technical experts. The program office may use MITRE as a resource during solicitation planning. All nongovernment support personnel have signed and are bound by the appropriate nondisclosure agreements. Only the Government Contracting Officers are legally authorized to commit the Government.
