- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Directed Energy Division, Q20, Naval Surface Warfare Center Dahlgren Division, intends to procure two (2) towers, with options to procure four (4) additional towers, for mounting two (2) Distributed Sound and Light Array (DSLA) systems on a Sole Source basis from ICx Technologies, 5940 Cabot Parkway, Suite 100, Alpharetta, GA 30005, (770) 850-1550, in accordance with the Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The resultant contract will be on a Firm Fixed-Price basis. All responsible sources must provide a written proposal to demonstrate their ability to meet the purchase specifications. A Formal Request for Proposal will be issued on or before 16 November 2010. The closing date will be 14 days after issuance. Anticipated award date is on or before 10 December 2010. DFAR 252.211-7003 (Item Identification and Valuation) is applicable to this purchase. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. Pricing should be FOB Destination to Dahlgren, VA 22448. Applicable warranty information shall be included. Applicable NAICS code is 332312, 500 employee size standard. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. All interested sources must submit a request for the RFP to anson.chonko@navy.mil no later than 30 November 2010.
