- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis (FAR 5.002) W52P1J-10-R-0125 The Rock Island Contracting Center intends to issue a Request for Proposal (RFP) to award a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract to acquire Black Powder. The order will address the production of Black Powder within the National Technology and Industrial Base (NTIB). This work includes, but is not limited to, the production of the following: ITEM: Black Powder Part Number: MIL-P-223 NSN: 1376-00-689-4063, Class 1 1376-00-628-3299, Class 2 1376-00-780-9196, Class 3 1376-00-658-3327, Class 4 1376-00-780-9202, Class 5 1376-00-658-3376, Class 6 1376-00-658-3328, Class 7 1376-00-159-8595, Class 8 TO BE PROVIDED, GRAIN PROPELLANT One contract will be awarded as a result of this solicitation. The Government anticipates one award. The resulting contract shall be for five (5) years. The Government will evaluate and select for contract award one), presenting a Proposal(s) determined to be the best value to the Government. The total capacity of the contract will be $10,800,000 over the life of the contract(s). The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 325920.
