Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Agilent Technologies, 2850 Centerville Road, Wilmington, Delaware 19808-1610 for the procurement of SureSelect Human All Exon 50Mb Kit. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation’s medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve people’s health and save lives. The National Human Genome Research Institute (NHGRI), NIH Intramural Sequencing Center (NISC) is a centralized research facility for performing high-throughput, large-scale DNA sequencing and sequencing analysis. NISC is in need of Agilent’s SureSelect Human All Exon Kit for sample library preparation to capture whole human exons used in next-generation sequencing, particularly for the preparation of paired-end library for the Illumina GAIIx sequencers. This solution-based whole exome capture kit allows NISC to selectively purify exonic DNA sequences from the entire genome. Agilent Technologies SureSelect Human All 50 Mb Exon Kit is a solution-based protocol that reduces cost per sample, and allows NISC to process many samples in parallel, saving time and effort. Agilent's SureSelect product is the only commercially available solution-based capture protocol that has been validated and personnel trained to perform the assay. These reagents will keep NISC manufacturing processes operational for the large-scale DNA and sequencing analysis being conducted. Only one responsible source and no other supplies or services will satisfy agency requirements. Contractor Requirements: • The Contractor must be able to achieve 90% genotype coverage across the Consensus Coding Sequence regions within given 7 Gb (gigabases) of total sequence. • The Contractor capture process (including hybridization step) must be completed in two (2) days. • The Contractor will not require any additional equipment purchase required to prepare samples. • The Contractor prepared samples must be appropriate for the Illumina GAIIx and HiSeq2000 sequencers. • The Contractor must have straightforward protocols. • The Contractor product must be solution-based process. • The Contractor product must support Illumina Paired-End libraries for multiplexing. Government Responsibilities: • The Government will store reagents at stated temperature by the Contractor. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, with business size standard 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-46 (October 29, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by November 2, 2010, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
