Description
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: Dworshak National Fish Hatchery (DNFH) Boiler Controller Upgrade. The work is located at the Dworshak National Fish Hatchery Complex in Ahsahka, Idaho (Clearwater County). This will be a firm-fixed-price construction contract. Construction magnitude is between $500,000 and $1,000,000. Performance and payment bonds equaling 100% of the contract award price will be required. The North American Industry Classification System (NAICS) code for this project is 238210 and the associated small business size standard is $14,000,000. This sources sought announcement is a tool to identify concerns with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please provide the following: 1)A capability statement expressing interest in this requirement, describing your company and its employees capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2)A statement or list of your firms current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each projects scope, schedule, and dollar value. 3)A statement or list of your firms current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4)A statement of your firms bonding capacity. 5)A statement of your firms business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned). Your response to this notice must be received, in writing, on or before 3:00PM (local time) on November 10, 2010. Summary Scope of Work Using USACE supplied plans and specifications, the contractor will accomplish the following Scope of Work for the Dworshak National Fish Hatchery Boiler Controller Upgrade. All work will require the Contractor to follow the procedures in the Army Corps of Engineers Safety Manual, at http://www.usace.army.mil/CESO/Documents/EM385-1-1FINAL.pdf. The 4 boiler control cabinets in Mechanical Building 2 at Dworshak National Fish Hatchery (DNFH) in Ahsahka (near Orofino), ID, will be replaced with an improved design that reduces the chance of arc flashing. Each cabinet controls the 192 heating elements of a 3840 kW electric boiler. This contract will replace the entire cabinets, including their internal magnetic contactors, fuses, wires, step controllers, and human-machine interfaces (HMIs). The HMIs shall be mounted on the side of the cabinets such that personnel need not walk in an arc flash hazard area. The wires terminating at the heating elements of the boiler will be replaced. The wires from the overhead busses to the cabinets will be replaced (the overhead splice boxes might be replaced). Each cabinet shall be fitted with a side-mounted cooling unit capable of cooling the interior from 150 to 80 degrees F. Cooling units shall be thermostatically controlled. Power for the cooling units shall come from HCQ9, which is in the same building. This contract will replace the 8 upstream 2500A 480V circuit breakers, each of which protects one-half of a boiler. The replacement breakers will provide maintenance mode switches to reduce the arc flash hazard in the cabinets. Breakers are located in adjacent enclosures. This contract will replace the 4 power quality meters for the boilers. The meters' screens have failed. Meters are located in adjacent enclosures. The new cabinets shall be installed in the same footprint as the existing cabinets. No concrete will be cut or installed. To minimize impact on the operations of DNFH, the contents of the new cabinets must be fabricated off-site. The new cabinets must be installed, commissioned, and fully operational within the mandatory work window of September 1, 2011 to December 1, 2011. All work shall be completed by December 1, 2011.
