This solicitation supersedes all previous information released for the LAS Aircraft Program. This acquisition will be a full and open, best value competition conducted in accordance with Federal Acquisition Regulation Part 15, Contracting by Negotiation, as supplemented. This RFP is a formal solicitation. The Government intends to award a contract on the basis of this RFP. The Government will not reimburse costs associated with any documentation or communication submitted in response to this notice. Any submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. Questions or comments to this notice should be addressed to the contracting officer. It is anticipated this action will result in a fixed-price type contract for LAS Aircraft and associated support; however the Government reserves the right to amend or cancel the RFP at any time. The purpose of this contract is the acquisition of nondevelopmenatal Light Air Support Aircraft for current and future Building Partnership Capacity (BPC) nations. The procurement includes necessary Aircraft Interim Contractor Support (ICS); Ground Training Devices (GTDs) and corresponding Contractor Logistics Support (CLS); and Air Advisor Training for US Pilots allowing them the capability to train other Building Partnership Capacity (BPC) nations. The supplies covered are more fully defined in the attachments. This solicitation includes provisions for the Government, to include any Federal Agency, to procure additional quantities of the same supplies and services in the future, by issuing one or more orders against the resulting contract as other customers are added onto this vehicle by the contracting office (LAS Program Office). Proposals are due no later than 45 days from the date of RFP release. Exchanges during the source selection process may include clarifications, communications, and discussions as necessary. Contract award is estimated for 3rd quarter Government Fiscal Year 2011. The Air Force anticipates a single award but reserves the right to award multiple contracts or not to award a contract at all. Past performance information must be received no later than 5:00 pm local time 29 Nov 10 and the remainder of the proposal must be received no later than 5:00 pm local time on 13 Dec 10.
