- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Mission and Installation Contracting Command Center Fort Bragg, NC intends to enter into a sole source, Firm Fixed Price (FFP) bridge contract with General Dynamics Information Technology (GDIT) for the continued operation of the United States Army Reserve Command (USARC) Enterprise Data Center located in Peach Tree City, GA. The USARC Enterprise Data Center provides Command, Control, Communications, Computers, and Information Management (C4IM) services for the USARC community which consists of 50,000 full time support personnel and reservists. The contractor shall be responsible for maintaining C4IM services from the current location of Peachtree City (PTC), Georgia while relocating the center resources, and ensuring connectivity for a successful transfer of operations to the Information Processing Node (IPN) located at Fort Bragg, North Carolina. The contractor will also be responsible for providing services from both PTC and Fort Bragg, NC until operational assurance of the IPN is determined. At such time, the operations at PTC will be completely shut down, and focus will be shifted to the operation of the IPN at Fort Bragg, NC. In effect, the Contractor shall: a. Operate the USAR Enterprise Data Center at all current locations; b. Move Data Center resource from USAR Enterprise Data Center PTC, GA to the United States Army Reserves (USAR) Enterprise Data Center (IPN) at the new location in Fort Bragg, North Carolina while maintaining service; c. Operate a Disaster Recovery Site in accordance with the Continuity of Operations Plan (COOP); d. Provide Desktop and Server services from current and future locations; e. Develop and maintain Army Reserve applications and systems from said locations; f. Operate the Enterprise Customer Service Center from said locations; and g. Provide administrative deliverables from said locations. It is anticipated that this contract will have a period of performance of one (1) year beginning 1 January 2011 through 31 December 2011. The MICC Center Fort Bragg anticipates issuing a competitive action in the spring of 2011 for the operation of the IPN located at Fort Bragg, NC The NAICS code for this acquisition is 541512 Computer Systems Design Services. The statutory authority for this requirement is 10.U.S.C 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), Only One Responsible Source. This Notice of Intent is not a Request for Proposals (RFP). A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated date of award is 15 December 2010. All interested firms that possess the capability to meet the Governments requirement are encouraged to respond by providing the information on or before 10 November 2010, 2:00 P.M. EST.
