- This pre-solicitation notice is for Refuse and Recycle services at USARCs in: Scranton, Wilkes-Barre, Ashley, and Hazelton, PA. The award will be a fixed price requirements contract with a base period and two 12-month option periods. The target start date is 1 Dec 10. The contractor shall furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified as Government-furnished, for Refuse and Recyclable material collection services. Specific tasks may include but are not limited to, drop off and collection of refuse/recyclable containers and/or contents. This acquisition is 100% set aside for Emerging Small Businesses. The primary North American Industry Classification System (NAICS) is 562111, size standard of $12.5 Million. Prospective Contractors must be an Emerging Small Business, as verified on Central Contractor Register (CCR) and Online Representations & Certifications Application (ORCA). The solicitation will be posted on or about 1 Nov 10 via Army Single Face to Industry (ASFI) Acquisition to Business Website located at https://acquisition.army.mil. The due date will be stated in the solicitation. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. To be eligible for award, prospective offerors must be registered in the Central Contractor Registration (CCR) Internet site, www.ccr.gov, under the appropriate small business category and NAICS.
